- To prescribe entitlements for male and female inmate clothing and personal hygiene items, including special occupational clothing, and to identify supplementary clothing items that inmates are permitted to purchase.
- Section 70 of the Corrections and Conditional Release Act and subsection 83 (2) of the Corrections and Conditional Release Regulations.

- National Headquarters (NHQ) Technical Services, in consultation with the Regional Deputy Commissioners, shall establish the list of personal and special work clothing and personal hygiene items provided to male inmates. NHQ shall ascertain the type and specification of each item, except where specifically delegated for local determination or purchase.
- The Regional Deputy Commissioner shall:
- prescribe the quantity of entitlement and the frequency of issue, for all male inmates in regional institutions;
- establish any restrictions on personal hygiene items, inmate clothing purchases and other special-purpose items for male and female inmates in the region; and
- establish requirements for inmates to return clothing or other items prior to intra-regional transfers (from one institution to another in the same region) or inter-regional transfers (from region to region), or upon discharge. The exception to this rule applies only to those inmates provided with "out-sized" clothing or who do not fit into size roll clothing.
- Institutional Heads shall:
- specify requirements for female inmate clothing, including the item and type, and the frequency and quantity of issue female inmate clothing is usually purchased locally); and
- where conditions in the work area require the wearing of special occupational clothing, ensure that inmates are issued appropriate protective health and safety work clothing.
- These responsibilities to establish and maintain appropriate inmate entitlements are summarized in Annex A.
- The scale of issue of clothing articles for inmates, for all levels of security, are identified as:
- Service-issued clothing and related items shall remain the property of the Crown at all times, until deemed disposable.
- When worn out, or no longer required, Service-issued clothing and related items shall be disposed of in accordance with the present disposal policy.
- Local surpluses of current unissued clothing and related items shall be reported to the Regional Chief, Materiel Management, who shall consult with the CSC National Depot to determine the appropriate disposition (return, reallocation, sale or destruction).

Note: The Regional Deputy Commissioner shall establish any restrictions on personal hygiene items, basic inmate clothing, clothing purchases and other special-purpose items for both male and female inmates in the region.
BASIC INSTITUTIONAL CLOTHING ITEMS - MALE INMATES
NHQ Technical Services shall determine the item type, except where otherwise indicated. Each Regional Deputy Commissioner shall determine any restrictions, and the quantity and frequency of issue, for these items.
