Application: This is an order that applies to members of the Canadian Armed Forces (CAF) and a directive that applies to Civilian Instructors and employees of the Department of National Defence (DND) employed within the Cadets and Junior Canadian Rangers Group (CJCR Gp), who provide support to the Cadet Program.

3. Definitions
- Area Directed Activity.
- An ADA is an area or zone-level, multi-corps/squadron training activity, designed to provide cadets with enriched opportunities to deliver and supplement the corps/squadron QSPs. ADAs are conducted by the Area, with assistance from corps/squadron staff, as required, and funded by the CJCR Gp.
- CAF Engagement Training.
- CAF engagement training allows cadets an opportunity to experience CAF and elemental customs, programmed training, and a variety of familiarization and experiential activities conducted by CAF units and personnel. This training can provide cadets with comprehensive, practical knowledge of CAF units, training, and equipment, while directly supporting the Cadet Program aim of stimulating the interest of youth in the sea, land and air activities of the CAF.
- Discretionary Training Opportunities.
- Discretionary Training Opportunities are periods of instruction and optional activities that allow corps/squadrons to customize the local program to the interests of the cadets and the resources of the community. These are organized into two categories: elective training and optional activities. Discretionary training opportunities must be planned and delivered.
- E-Learning.
- E-learning is learning that is facilitated and supported using technology. E-learning can include any type of electronic means, such as the Internet, CDs or downloaded software. E-learning may be blended with traditional learning or delivered entirely online.
- Elective Training.
- Elective training is a component of discretionary training opportunities. It includes any periods of instruction from the corps/squadron QSPs. Periods of instruction that are designated as mandatory training opportunities may be repeated as elective training.
- Elemental Training.
- Elemental training is a component of mandatory training opportunities. It includes designated periods of instruction from the corps/squadron QSPs that are specific to either the Sea, Army, or Air Cadet Program.
- Fundamental Training.
- Fundamental training is a component of mandatory training opportunities. It includes designated periods of instruction from the corps/squadron QSPs, that are foundational and common for all elements of the Cadet Program.
- Locally Directed Activity.
- An LDA is a community-level training opportunity designed to deliver and supplement the corps/squadron QSPs. LDAs are conducted by the corps/squadron and funded by the CJCR Gp. These may also include some Cadet League Local Committee support.
- Mandatory Training Opportunities.
- Mandatory training opportunities are periods of instruction from the corps/squadron QSPs that are designated as mandatory. These are organized into two categories: fundamental training and elemental training. Mandatory training opportunities must be planned and delivered.
- Nationally Directed Activity.
- An NDA is a national-level training opportunity designed to provide cadets with enriched opportunities not available at local or regional levels. NDAs are conducted by the CJCR Gp Headquarters or an appointed RCSU and funded by the CJCR Gp.
- Optional Activities.
- Optional activities are a component of discretionary training opportunities. They supplement the Cadet Program and may be tailored to meet the interests of the cadets and the available resources. Optional activities may be funded by both the CJCR Gp and the Cadet League Local Committee. Optional activities funded by the CJCR Gp must have a training nexus.
- Regionally Directed Activity.
- An RDA is a region-level training opportunity designed to enhance the corps/squadron program and provide cadets with enriched opportunities not available at the local level. RDAs are conducted by the RCSU and funded by the CJCR Gp.
- Session.
- A session is the routine corps/squadron training, usually two and a half to three hours in duration, scheduled during a weekday evening or during a portion of a weekend, between 1 Sep and 30 Jun each year. Sessions include 90 minutes of training (three, 30-minute periods of instruction or an approved optional activity) and one hour for opening/closing routines and breaks.
- Supported Day.
- A supported day is a day training opportunity that is supported and funded by the CJCR Gp. A supported day consists of nine 30-minute periods of instruction, an optional activity, or a combination thereof. Supported days may include mandatory and discretionary training opportunities. Optional activities conducted on a supported day must have a training nexus.
- Supported Weekend.
- A supported weekend is an overnight training opportunity that is supported and funded by the CJCR Gp. A supported weekend includes two training days consisting of nine, 30-minute periods of instruction each day (for a total of 18 periods of instruction), an optional activity, or a combination thereof. Supported weekends may include mandatory and discretionary training opportunities. Optional activities conducted on a supported weekend must have a training nexus.
- Training Nexus.
- A training nexus is a link to one or more of the Cadet Program aims, participant outcomes, cadet competencies; and program curriculum control documents such as performance objectives, enabling objectives.
4. Policy
- 4.1 The Corps/Squadron Program is central to the overall Cadet Program. It is delivered at the community level through in-person or e-learning activities. It focuses on providing all cadets with training opportunities to develop knowledge and skills in a variety of subject areas while introducing specialized opportunities.
- 4.2 The Corps/Squadron Program is conducted during the period of 1 September to 30 June annually, and consists of:
- 30 sessions conducted by the corps/squadron; and
- 10 supported days/weekends, conducted by the corps/squadron and the Area.
- 4.3 The Corps/Squadron Program is divided into two categories of training opportunities:
- Mandatory Training Opportunities, which are periods of instruction designated from the corps/squadron QSPs, to include:
- Fundamental Training, which are foundational and common for all elements of the Cadet Program; and
- Elemental Training, which are specific to either the Sea, Army, or Air Cadet Program.
- Discretionary Training Opportunities which are periods of instruction and optional activities that allow corps/squadrons to customize the corps/squadron program to the interests of the cadets and the resources of the community. Discretionary training opportunities include:
- Elective Training, which includes all periods of instruction from the corps/squadron QSPs. Periods of instruction that are designated as mandatory training opportunities may be repeated as elective training; and
- Optional activities which augment the Cadet Program in order to maintain cadets’ interest and tailor the Cadet Program to meet the desires and circumstances of the local community.
- Mandatory Training Opportunities, which are periods of instruction designated from the corps/squadron QSPs, to include:
- 4.4 All training opportunities must be planned and delivered, however cadets are not required to attend all mandatory training to achieve the qualification for the Phase/Star/Proficiency Level Program.
- 4.5 All training activities must be conducted in accordance with CJCR Gp O 5001-0, Supervision of Cadets.
- 4.6 Corps/squadron training is augmented through LDAs, ADAs, RDAs, and NDAs.
5. Sessions
- 5.1 Sessions are conducted locally to provide routine training opportunities for cadets. They are typically conducted on a weekday evening or portion of a weekend, and are two and half to three hours in duration, consisting of:
- ninety minutes of training, which could include up to three-30-minute periods of instruction and/or an optional activity; and
- one hour for opening/closing routines and breaks.
- 5.2 Sessions may include any mandatory and discretionary training opportunities.
- 5.3 Sessions may be conducted using e-learning, should the training or situation warrant it.
6. Supported Day/Weekend Training
Locally Directed Activities
- 6.1 Corps/squadrons will conduct two supported mandatory training LDAs, to include:
- a fundamental supported day (one day); and
- an elemental supported weekend (two days).
- 6.2 Corps/squadrons will conduct one discretionary supported day (one day).
- 6.3 Instructions on the conduct of LDAs is provided in CJCR Gp Instr 80-01, Locally Directed Activities.
Area Directed Activities
- 6.4 Areas will conduct the following supported mandatory training ADAs:
- a fundamental supported day (one day);
- a CAF Engagement supported day (one day); and
- an elemental supported weekend (two days).
- 6.5 Areas will conduct the following supported discretionary training opportunities ADAs:
- two separate discretionary supported days (two days); or
- a discretionary supported weekend (two days).
- 6.6 Instructions on the conduct of ADAs is provided in CJCR Gp Instr 80-02, Area Directed Activities.
Cadet Training Sites
- 6.7 The RCSU will plan and deliver elemental specialty training that directly supports the Corps/Squadron Program. Training is delivered through Cadet Expedition Sites, Cadet Nautical Sites, and Cadet Flying Sites. Each Cadet Training Site will be responsible for delivering training as follows:
- Cadet Nautical Sites will deliver Sea Cadet elemental training, with a focus on sailing skills and the Small Craft Operator Program (SCOP);
- Cadet Expedition Sites will deliver Army Cadet elemental training, with a focus on outdoor expedition activities such as hiking, mountain biking, and canoeing; and
- Cadet Flying Sites will deliver Air Cadet elemental training, with a focus on delivering familiarization flights in gliders and small engine aircraft, as detailed in CJCR Gp O 8002-2, Air Cadet Flying Program.
7. Optional Activities
- 7.1 Optional activities may be conducted at any time, including during sessions, and supported days or weekends.
- 7.2 Optional activities may be allocated additional support by CJCR Gp, provided that the activity has a training nexus and is conducted as part of a supported day or weekend.
- 7.3 Corps/squadron COs will confer with their Cadet League Local Committees to ensure sufficient resources and support exist for optional activities that are not allocated additional support by CJCR Gp.
- 7.4 Optional activities that are not conducted during a session, supported day or supported weekend must be approved in accordance with the RCSU activity approval process.
8. Publication
Frequency of Publication
- 8.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.
Errors/Omissions or Suggestions
- 8.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions or suggested orders to the attention of CJCR Gp HQ J1 Policy.
