Application: This is an instruction that applies to members of the Canadian Armed Forces and Civilian Instructors who provide support to the Cadet Program, and employees of the Department of National Defence employed within the CJCR Gp.

1. Purpose
The purpose of this instruction is to provide direction to Area staff on planning and conducting Area Directed Activities.

3. Definitions
- Area Directed Activity.
- An ADA is an area or zone-level, multi-corps/squadron training activity, designed to provide cadets with enriched opportunities to deliver and supplement the corps/squadron QSPs. ADAs are conducted by the Area, with assistance from corps/squadron staff, as required, and funded by the CJCR Gp.
- CAF Engagement Training.
- CAF engagement training allows cadets an opportunity to experience CAF and elemental customs, programmed training, and a variety of familiarization and experiential activities conducted by CAF units and personnel. This training can provide cadets with comprehensive, practical knowledge of CAF units, training, and equipment, while directly supporting the Cadet Program aim of stimulating the interest of youth in the sea, land and air activities of the CAF.
- Discretionary Training Opportunities.
- Discretionary Training Opportunities are periods of instruction and optional activities that allow corps/squadrons to customize the local program to the interests of the cadets and the resources of the community. These are organized into two categories: elective training and optional activities. Discretionary training opportunities must be planned and delivered.
- E-Learning.
- E-learning is learning that is facilitated and supported using technology. E-learning can include any type of electronic means, such as the Internet, CDs or downloaded software. E-learning may be blended with traditional learning or delivered entirely online.
- Elective Training.
- Elective training is a component of discretionary training opportunities. It includes any periods of instruction from the corps/squadron QSPs. Periods of instruction that are designated as mandatory training opportunities may be repeated as elective training.
- Elemental Training.
- Elemental training is a component of mandatory training opportunities. It includes designated periods of instruction from the corps/squadron QSPs that are specific to either the Sea, Army, or Air Cadet Program.
- Fundamental Training.
- Fundamental training is a component of mandatory training opportunities. It includes designated periods of instruction from the corps/squadron QSPs, that are foundational and common for all elements of the Cadet Program.
- Locally Directed Activity.
- An LDA is a community-level training opportunity designed to deliver and supplement the corps/squadron QSPs. LDAs are conducted by the corps/squadron and funded by the CJCR Gp. These may also include some Cadet League Local Committee support.
- Mandatory Training Opportunities.
- Mandatory training opportunities are periods of instruction from the corps/squadron QSPs that are designated as mandatory. These are organized into two categories: fundamental training and elemental training. Mandatory training opportunities must be planned and delivered.
- Optional Activities.
- Optional activities are a component of discretionary training opportunities. They supplement the Cadet Program and may be tailored to meet the interests of the cadets and the available resources. Optional activities may be funded by both the CJCR Gp and the Cadet League Local Committee. Optional activities funded by the CJCR Gp must have a training nexus.
- Session.
- A session is the routine corps/squadron training, usually two and a half to three hours in duration, scheduled during a weekday evening or during a portion of a weekend, between 1 Sep and 30 Jun each year. Sessions include 90 minutes of training (three, 30-minute periods of instruction or an approved optional activity) and one hour for opening/closing routines and breaks.
- Supported Day.
- A supported day is a day training opportunity that is supported and funded by the CJCR Gp. A supported day consists of nine 30-minute periods of instruction, an optional activity, or a combination thereof. Supported days may include mandatory and discretionary training opportunities. Optional activities conducted on a supported day must have a training nexus.
- Supported Weekend.
- A supported weekend is an overnight training opportunity that is supported and funded by the CJCR Gp. A supported weekend includes two training days consisting of nine, 30-minute periods of instruction each day (for a total of 18 periods of instruction), an optional activity, or a combination thereof. Supported weekends may include mandatory and discretionary training opportunities. Optional activities conducted on a supported weekend must have a training nexus.
- Training Nexus.
- A training nexus is a link to one or more of the Cadet Program aims, participant outcomes, cadet competencies and program curriculum control documents such as performance objectives, enabling objectives.
4. Preparation
- 4.1 Areas will plan and deliver the following ADAs:
- mandatory training opportunities, to include:
- a fundamental supported day (one day);
- a CAF Engagement supported day (one day); and
- an elemental supported weekend (two days).
- discretionary training opportunities, to include either:
- two separate discretionary supported days (two days); or
- a discretionary supported weekend (two days).

Fundamental Supported Day
- 4.2 The fundamental supported day will consist of nine periods of instruction conducted in a single day. The periods of instruction should primarily include fundamental periods of instruction but may also include some discretionary training opportunities should the activity require.
CAF Engagement Supported Day
- 4.3 The CAF engagement supported day will consist of nine periods of instruction from POX20 of the corps/squadron QSP, to be conducted in a single day.
Elemental Supported Weekend
- 4.4 The elemental supported weekend will consist of 18 periods of instruction conducted over one weekend. The periods of instruction should primarily include elemental periods of instruction but may also include some fundamental periods of instruction or discretionary training activities should the activity require.
Discretionary Supported Days or Weekend
- 4.5 When conducted as two separate Discretionary Supported Days, each day will include nine periods of instruction, or an approved optional activity, conducted in a single day. To maximize on resources this ADA may be scheduled as two consecutive supported days without the overnight component.
- 4.6 When conducted as a Discretionary Supported Weekend, it will include 18 periods of instruction, or an optional activity, conducted over a weekend.
- 4.7 Discretionary Supported Days or Weekends may include elective, fundamental, or elemental periods of instruction, or an approved optional activity.
5. Planning Process
- 5.1 The planning process for ADAs is as follows:
- consult the CJCR Gp Operation Plan which will be released no later than 31 October each year;
- select the topics and dates for the ADAs to be conducted during the following training year;
- select the periods of instruction or optional activities to be conducted during each ADA. This may be completed by the appointed OPI or designated coordinator;
- submit the ADA schedule to the RCSU, prior to the development of the RCSU Training Directive or Operation Plan which will be released no later than 15 January each year;
- coordinate and conduct Senior Cadet Planning Groups for each of the ADAs;
- create an ADA training plan and operation plan; and
- submit CSARs a minimum of 60 days prior to the ADA, or as otherwise directed by the RCSU.
6. Planning Notes
- 6.1 Periods of instruction for ADAs are selected from the corps/squadron QSPs. Further direction on mandatory and discretionary training opportunities are allocated within the Training Management Guide, which is published on Cadet 365.
- 6.2 When scheduling an optional activity, Areas are to ensure the proposed activity is in accordance with the Optional Activities section of CJCR Gp Order 8030-0, Corps/Squadron Program.
- 6.3 Multiple occurrences of an ADA may be required in some areas to adequately service all corps/squadrons in the area, based on local circumstances such as travel distances, site capacities, availably of resources.
- 6.4 ADAs will be conducted at locations that are suitable for the planned activity and, in exceptional circumstances, may be conducted through E-learning.
- 6.5 It is recommended that CAF engagement activities be conducted at a CAF base or other CAF facility; however the Area may conduct such activities at any facility that is suitable for the specific activity, or through E-learning.
7. Support
- 7.1 An outline of the support provided for ADAs is located within the table at Annex A.
- 7.2 The Area will allocate Class A paid days for CAF personnel and Civilian Instructors in support of ADAs, as described in the table below:

8. Supervision
- 8.1 Supervision will be in accordance with CJCR Gp Order 5001-0, Supervision of Cadets.
9. Publication
Frequency of Publication
- 9.1 A periodic review of the CJCR Gp Instrs will be initiated every three years, or more frequently if necessary.
Errors/Omissions or Suggestions
- 9.2 Users of CJCR Gp Instrs are encouraged to identify any errors, omissions or suggested orders to the attention of CJCR Gp HQ J1 Policy.
