Honours and Recognition Committee

  1. Recognition in the Cadets and Junior Canadian Rangers Group (CJCR Gp) is divided into three tiers:
    1. Tier 1 - national;
    2. Tier 2 - regional; and
    3. Tier 3 - corps/squadrons/patrol and Cadet Training Centres (CTC)/Enhanced Training Sessions (ETS) awards.
  2. The types of recognition vary at each tier. The national and regional tiers have a committee that oversees Honours and Recognition (H&R) with a CJCR Gp Headquarters (HQ) H&R Coordinator who is supported by the Regional Cadet Support Unit (RCSU) H&R coordinators and the Canadian Army (CA) through the Directorate Canadian Rangers (DCR).

Honours and Recognition Tiers

  1. The levels of H&R are as follows:
    1. Tier 1. Recognizes individuals who demonstrate service before self, through their exemplary service to the nation, and the Canadian Armed Forces (CAF). The impact of the nominee’s actions should be significant and is not necessarily isolated to the Canadian Cadet Organizations (CCO), Cadet Organizations Administration and Training Service (COATS), or the CAF. Examples include:
      1. Order of Military Merit;
      2. Meritorious Service Medal;
      3. Chief of Defence Staff (CDS) Commendation;
      4. Command Commendations;
      5. Acts of Bravery;
      6. National Level Awards (e.g., Commander CJCR Gp Commendation); or
      7. the CAF H&R Program.
    2. Tier 2. Recognizes individuals who have made outstanding contributions to a RCSU, Formation Headquarters (Fmn HQ), Canadian Ranger Patrol Group (CRPG), the wider CAF, or the Department of National Defence (DND) through personal effort and example. Examples include:
      1. RCSU/CRPG/ Fmn HQ Commanding Officer’s (CO) Commendation; or
      2. RCSU/CRPG/ Fmn HQ Letter/Certificate of Appreciation.
    3. Tier 3. Recognizes individuals whose performance have enhanced the corps/squadron/patrol, CTC, ETS or other summer training activities. Additionally:
      1. for Cadet Program stakeholders, if the individual’s performance/action at a summer training activity warrants higher recognition, the nomination should be forwarded to the home unit H&R Coordinator. CTCs that plan on recognizing adult staff should have the file reviewed by the member’s home unit. Examples include:
        • CTC Commanding Officer’s Letter of Appreciation;
        • Area Officer Commanding (OC) Certificate of Appreciation;
        • Corps/squadron awards; or
        • Cadet League awards.
      2. for Junior Canadian Rangers (JCR) Program stakeholders, any performance/action that warrants higher recognition should be forwarded to respective CRPG Honours and Awards Committee.

CJCR Gp H&R National Committee

  1. The CJCR Gp H&R Committee’s responsibilities include:
    1. developing and updating the policies which will ensure individuals receive appropriate recognition for outstanding actions or service;
    2. establishing criteria for national cadet awards in collaboration with the sponsoring organization, when applicable;
    3. liaising with agencies involved with H&R; and
    4. liaising with RCSUs/DCR to keep informed of H&R being considered by RCSU/CRPG COs.

H&R Committee Composition

  1. H&R Committee should include the following:
    1. chairperson; Deputy Commander (DComd);
    2. secretary; Fmn H&R Coord;
    3. FCWO;
    4. Unit H&R Coordinators;
    5. National Advisory Council-Cadet Organizations, Administration and Training Service (NACC) representative;
    6. CA (DCR) representative;
    7. National Diversity and Inclusion Advisory Group (NDIAG) representative; and
    8. National Cadet Advisor Council (NCAC) representative.

H&R Selection Boards

  1. Selection boards ensure that the most deserving nominees receive recognition based on an objective assessment of the nominee's performance against the selection criteria and should be formed whenever recognition is being determined to include representatives from RCSUs, Fmn HQ, CA (DCR), CTCs, summer training activities, Areas, corps/squadrons/patrols, and/or Cadet Leagues, as appropriate.
  2. Board members must be free from real or apparent conflicts of interest or bias that may affect the outcome of the selection process and are to disclose to the board chairperson any personal relationships with an applicant or nominee and recuse themselves as required.
  3. For cadets, follow the guidelines for cadet selection process in Group Order 5002-6, Cadet Selection Process.

H&R Selection Board Composition

  1. H&R selection boards should include the following:
    1. chairperson;
    2. secretary;
    3. minimum of two additional board members; and
    4. depending on tier or recognition may include:
      1. senior cadets;
      2. Cadet League member;
      3. cadets/staff from other corps/squadrons/patrols;
      4. representatives from the CJCR Gp HQ/RCSU/CRPG; or
      5. community members (e.g., Royal Canadian Legion members).
  2. The composition of the CJCR Gp H&R selection board is as follows:
    1. Tier 1:
      1. chairperson: DComd CJCR Gp;
      2. secretary: Fmn H&R Coordinator;
      3. Unit Commanding Officers (CO) and Chief Warrant Officers (CWO);
      4. FCWO; and
      5. CA (DCR) representative, as required.
    2. Tier 2:
      1. for Cadet Program stakeholders:
        • chairperson: RCSU Deputy Commanding Officer;
        • secretary: RCSU H&R Coordinator, and
        • RCWO; and
        • Area Officer Commanding (Area OCs).
      2. for JCR Program stakeholders CA (CRPG) representative and SM, as required.
    3. Tier 3:
      1. for Cadet Program stakeholders:
        • for CTC:
          • CTC DCO;
          • CTC CWO/CPO1; and
          • senior cadet.
        • for cadet corps/squadrons (CC/Sqn):
          • CC/Sqn Training Officer/DCO/Executive Officer (XO);
          • senior cadet;
          • Cadet League member, where applicable.
      2. for JCR Program stakeholders, applicable Tier 3 composition will be made up of appropriate CA representatives and JCR.

Responsibilities of CJCR Gp H&R Board

  1. The CJCR Gp H&R Selection Board is the Tier 1 board and is responsible for reviewing submissions and ensuring that the actions or service nominated is recognized by the most appropriate H&R and providing recommendations to the Comd CJCR Gp. Generally, two boards are conducted per year in October and March, however, additional boards could convene as required. The call for nominations will be released at least six weeks before the board convenes.

Roles within H&R Selection Boards

  1. Although specific to the CJCR Gp H&R selection board, the following roles can be adjusted for any H&R selection board
    1. The chairperson will:
      1. convene the H&R board;
      2. recommend approval of nominations to the higher authority (CTC CO/Enhanced Training Session (ETS) OC/RCSU CO/Fmn HQ CO/Canadian Ranger Patrol Group (CRPG) CO or Comd CJCR Gp);
      3. provide direction to board members;
      4. in the case of a tie, provide direction to the members in order to achieve a majority vote; and
      5. designate a member of the board to act as chairperson if unable to attend.
    2. The secretary will:
      1. release the call for nominations in advance of the board including the nomination forms, the date and time for the board and the submission deadline for nominations;
      2. receive nominations and prepare them for consideration by the board;
      3. provide voting results to the chairperson ahead of the board, as required; and
      4. prepare a record of decisions following the board.
  2. The H&R Selection Board members will participate in the board and provide individual voting results to the board chairperson, in advance, if required.

Review of Nomination

  1. Board members receive the nomination files in advance of the board. Files may include the following information:
    1. an electronic voting spreadsheet listing nominees in order of appearance;
    2. award criteria; and
    3. nomination files.
  2. Board members will return their votes via encrypted email, by the date indicated by the board secretary. Results will be consolidated before the scheduled meeting with the final review occurring during the board.

Voting Procedure

  1. The selection board chairperson will present each nomination. After each nomination, members will confirm the outcome of the voting. If a nomination is neither clearly endorsed nor rejected by a majority of members, the nominating RCSU CO, Fmn HQ CO or CA representative will make representation in favour of the nominee without introducing items not already included in the original nomination package.
  2. This procedure also works for lower tier boards, substituting the Unit CO/CTC CO/JCR OIC for the Comd CJCR Gp.

CJCR Gp HQ H&R Coordinator

  1. CJCR Gp J1 Services Officer is tasked as the Formation H&R Coordinator and is responsible to:
    1. liaise with and advise Unit H&R Coordinators on all matters pertaining to H&R;
    2. liaise with and advise CA (DCR) representatives on CJCR Gp / CCO specific H&R;
    3. serve as secretary for the CJCR Gp H&R selection board and H&R committee;
    4. prepare all H&R nominations, commendations, and congratulatory letters for Comd CJCR Gp sign-off and presentation;
    5. prepare and submit files to Vice Chief of Defense Staff (VCDS) boards or other sponsor organizations;
    6. follow up with the nominator and advise them of the final results of the nomination (accepted or denied) and the current status;
    7. serve as the point of contact for the H&R Coordinators on all H&R matters;
    8. ensure that the RCSUs and CRPGs have an adequate stock of medals and ribbons for summer training and corps/squadrons; and
    9. release call for nominations for departmental awards.

Unit H&R Coordinators

  1. Unit H&R Coordinators are the single point of contact for the CJCR Gp HQ H&R Coordinator on all H&R in their unit and are responsible to:
    1. develop an H&R process for their unit;
    2. participate in CJCR Gp H&R committee;
    3. provide support and resources;
    4. plan and act as secretary for unit H&R boards;
    5. advise nominator of outcome of nomination;
    6. prepare H&R nominations for onward transmission;
    7. prepare Tier 2 awards for signature and presentation;
    8. oversee file reviews for nominations for Cadet League recognition;
    9. circulate the call for nominations for departmental awards and other H&R; and
    10. communicate H&R items in routine orders, town halls and weekly meetings.
