Q-512Footnote 2 — March 10, 2021 — Mr. Bezan (Selkirk-Interlake-Eastman) — With regard to Canada-Chinese military cooperation, since January 1, 2017: (a) how many joint exercises or training activities have occurred involving the Canadian Armed Forces (CAF) and the People’s Liberation Army (PLA) of the People’s Republic of China; (b) what was the date of these exercises or training activities; (c) what was the nature of these exercises or training activities; (d) what was the location of these exercises or training activities; (e) how many PLA and CAF personnel were involved; (f) what was the rank of each of the PLA personnel involved; (g) what were the costs of these exercises or training activities incurred by the Department of National Defence; and (h) who is responsible for approving these exercises or training activities?

Section 39 (5) (b) of the Standing Orders:

If such a question remains unanswered at the expiration of the said period of forty-five days, the matter of the failure of the Ministry to respond shall be deemed referred to the appropriate Standing Committee. Within five sitting days of such a referral the Chair of the committee shall convene a meeting of the committee to consider the matter of the failure of the Ministry to respond. The question shall be designated as referred to committee on the Order Paper and, notwithstanding Standing Order 39(4), the Member may submit one further question for each question so designated. The Member who put the question may rise in the House under "Questions on Order Paper" and give notice that he or she intends to transfer the question and raise the subject-matter thereof on the adjournment of the House, and the order referring the matter to committee is thereby discharged.

  1. According to public statements made by former Minister Ralph Goodale, the current government has been conducting a review of whether to allow Huawei to join Canada’s 5G network since at least September 2018. On what date did the 5G security review formally begin?
  2. Which departments, agencies or other entities of the Government of Canada have been involved in this review since 2018?
  3. How many full-time equivalents have been assigned to this review since it began?
  4. How much funding has been allocated to this review since it began?
  5. When is the review expected to be completed?
  6. Have any preliminary reports or findings on this matter been provided to any government Minister? If so, on which date, and in which department or agency?
  7. Will a final report be submitted? If so, who will receive it, and will it be publicly available, in whole or in part?
