Commissioner’s Directive (CD) 890 - Inmate Owned Canteens
Why was the policy changed?
Pursuant to the changes made to CD 860 - Offender’s Money in order to support offender reintegration, the Correctional Service of Canada (CSC) has also modified CD 890 - Inmate Owned Canteens and raised the maximum amount allowed for canteen purchases. This increases the purchasing power of offenders and provides them with additional financial flexibility.
What has changed?
Paragraph 11 of CD 890 - Inmate Owned Canteens has been updated to reflect the increase in the maximum dollar amount allowed for canteen purchases from $90 to $120 per payment period, including taxes.
This change also impacts CD 566-12 - Personal Property of Offenders, which is currently under review. In the interim, the canteen limit amount identified in CD 890 supersedes the one that is indicated in CD 566-12.

The policy update was developed by the Reintegration Services Division in collaboration with the Strategic Policy Division.
Who will be affected by the policy?
All staff involved with inmate owned canteens and offenders will be affected by the policy changes.
