Commissioner's Directive (CD) 567-3 – Use of Restraint Equipment for Security Purposes
Why was the policy changed?
The policy has been modified in relation to Board of Investigation’s recommendations in order to provide broader direction for the use of restraint equipment.
What has changed?
With the implementation of the Use of Force Module in OMS the Use of Force Report form was seen as redundant and it has been rescinded. Reference to completion of this form has been removed.
Reference to the Situation Management Model was replaced with the new Engagement and Intervention Model.
Emphasis was added on the importance of proper application of security equipment.
A paragraph was added to remind staff of situational application options when dealing with extraordinary circumstances such as inmates(s) with physical limitations or experiencing medical distress.
Some editorial modifications were made throughout the document to provide added clarification.
How was it developed?
This policy was revised by the Security Branch in collaboration with the Strategic Policy Division.

Who will be affected by the policy?
Every staff member that may be involved with the use of security restraint equipment as part of their professional duties.
