The tables on this page provide the fuel charge rates for each fuel type and combustible waste covered under the Greenhouse Gas Pollution Pricing Act and its regulations.

Fuel charge rates – April 2023 to April 2030

The rates in Tables 1 and 2 reflect a pricing trajectory for each fuel type and combustible waste from April 1, 2023 to April 1, 2030. The rates also reflect a carbon pollution price that will increase from $65 per tonne of carbon dioxide equivalent (CO2e) in 2023 to $170 per tonne by 2030. The rates are based on global warming potential factors and emission factors used by Environment and Climate Change Canada to report Canada’s emissions to the United Nations Framework Convention on Climate Change.

Note that the rates for aviation gasoline and turbo aviation fuel in Nunavut and Yukon remain at $0.

Effective July 1, 2023, the rates apply in New Brunswick, Newfoundland and Labrador, Nova Scotia and Prince Edward Island.

Conversion factors

In the Act, the rate for marketable natural gas is applied in dollars per cubic metre and the rate for petroleum coke is applied in dollars per litre. However, the industry has indicated that the standard units of measure for deliveries of these two fuels differ from what is set out in the Act. As a result, the Canada Revenue Agency provides conversion factors to ensure consistency in the application and administration of the Act.

Conversion factors for marketable natural gas

The conversion factors for marketable natural gas when it is measured in gigajoules or litres instead of cubic metres are provided in the table below. The factors apply to a liquid (measured in litres) and a gas (measured in cubic metres) when taken at standard reference conditions, which are as follows:

for a gas, a temperature of 15°C and an atmospheric pressure of 101.325 kilopascals
for a liquid, a temperature of 15°C

Conversion factors for marketable natural gas

Conversion factor for petroleum coke

The conversion factor for petroleum coke when it is measured in tonnes instead of litres is: 1 tonne = 833.75 litres.

New Brunswick ceased to be a listed province effective April 1, 2020. As such, only the rates from April 1, 2019 to March 31, 2020 applied in New Brunswick.
