Project Navigator
Project Navigator is the project management framework that applies to all projects at Public Services and Procurement Canada (PSPC). It replaced the National Project Management System (NPMS) on October 15, 2021.
Project Navigator complies with Treasury Board’s Policy on the Planning and Management of Investments and the associated Directive on the Management of Projects and Programmes.
This department-wide framework consists of a project management process and methodology. It contributes to the department’s commitment to a culture of excellence in project management.
Project Navigator offers:
- a standardized approach to project management, including a gating plan to assess a project’s ongoing viability at key intervals throughout its life
- harmony with industry standards and terminology used by the Treasury Board of Canada Secretariat and Project Management Institute so that all stakeholders have a common language
- alignment with project management best practices and the Project Management Body of Knowledge (PMBOK) to ensure consistency and transferability among the project management community
- increased focus on benefits realization so that investments achieve the expected benefits for Canadians
- an online application to capture, consult and build on lessons learned
How it works
The Project Navigator framework is made up of 5 distinct phases and gates. Each phase represents a series of project management tasks and documentation that must be completed. Each phase leads to a gate. Each gate corresponds to a decision point. The project must pass each decision point before continuing to the next phase.
