New flexibility added: Interdepartmental portability of level A and B results for alternative methods of oral proficiency testing (24-03)

To make second language testing more efficient, the Public Service Commission (PSC) will allow departments and agencies greater flexibility in using alternative methods for oral proficiency testing (temporary measure 3). 

As of August 1, 2024, at the discretion of deputy heads or their sub-delegated managers, levels A and B results from alternative methods for oral proficiency can be transferred between departments and agencies subject to the Public Service Employment Act.

This change is based on evidence obtained from a PSC pilot and study on the effectiveness of alternative methods for oral proficiency testing.

Level C results are not portable between departments and agencies. Departments and agencies authorized by the PSC to use an alternative method to assess oral proficiency (temporary measure 3) at the A, B and C levels may continue to do so to address needs within their organization until further notice.

Please note that alternative methods must still respect the Guiding Principles for Alternate Methods to Second Language Evaluation Tests: Targeted Policy Exemption.

The PSC will continue to monitor the use of alternative methods for oral testing. As well, departments and agencies will continue to be required to report annually to the PSC on this use. More information about reporting will be provided in Annex D of the Appointment Delegation and Accountability Instrument.
