2022–2023 Departmental Results Report – Supplementary information tables – Gender-based analysis plus
Section 1: Institutional GBA governance capacity
Governance
In 2022-23, PacifiCan began to establish its GBA Plus framework and appointed a GBA Plus Champion responsible for oversight, direction, and promotion of GBA Plus across the Agency. A focal point, comprised of two analysts within the Strategic Policy Division, supports the GBA Plus Champion and serves as the main point of contact for GBA Plus information in the Agency. The focal point ensures that GBA Plus requirements are fulfilled, participates in federal interdepartmental meetings, and responds to requests to support GBA Plus implementation. As GBA Plus is renewed government-wide, the Agency will continue to refine its framework and improve its practices to ensure that diversity and inclusion considerations are consistently used in decision-making.
Capacity
The priority in 2022‑23 was to build capacity of the focal point through participation in GBA Plus training, conferences, and webinars. PacifiCan staff also participated in interdepartmental committees on Equity, Diversity, and Inclusion. The GBA Plus Champion continues to focus on increasing awareness and building knowledge across the Agency. As well, with direction from senior management, the Agency will develop a GBA Plus Centre of Expertise, which will function as a resource library for staff looking for GBA Plus related tools and training.
Section 2: Gender and diversity impacts, by program
Core responsibility: Economic development in British Columbia
Program name: Business Growth
Program goals: support British Columbian businesses, industry, and research organizations to enhance their productivity, participation in global markets, and competitiveness.
For monitoring and reporting program impacts by GBA+ under this program, the Agency collects data from clients, when applicable, on:
- number of highly qualified personnel (HQP) jobs, including in science, technology, engineering, and mathematics (STEM), created for women, Indigenous people, youth, visible minorities, and persons with disabilities; and,
- number of non-HQP jobs created for women, Indigenous people, youth, visible minorities, and persons with disabilities.
The data enable PacifiCan to identify whether its assistance is helping businesses in British Columbia be competitive and export their products/services while increasing the participation of underrepresented groups in the economy. The outcomes will be reported through program evaluation.
