  • What is Canadian Forces Morale and Welfare Services?

    Canadian Forces Morale and Welfare Services (CFMWS) provides programs and services to the Canadian Armed Forces (CAF) and the Defence community. These programs and services are intended to build self-reliance, resilience, and readiness by enhancing mental, social, physical, and financial well-being.

    CFMWS operates on behalf of the Chief of the Defence Staff, and under the authority of the Defence Minister. It currently employs over 4,000 people as “Staff of the Non-Public Funds, Canadian Forces,” a separate employer under Schedule V of the Financial Administration Act of the Government of Canada.

  • What is the work of the Staff of the Non-Public Funds, Canadian Forces?

    Staff of the Non-Public Funds, Canadian Forces are public servants who work to take care of CAF members, veterans, and their families. They deliver morale and welfare services such as health, fitness and recreational programs as well as shopping, retail, and financial services.

    Staff of the Non-Public Funds, Canadian Forces are not National Defence or Treasury Board employees. As such, they are not subject to Treasury Board policies. They have their own pension and pay system, collective agreements, and terms and conditions of employment.

    Many employment and employment-related statutes apply to both Staff of the Non-Public Funds, Canadian Forces, and National Defence employees. Examples of these statutes include the Official Languages Act, the Public Service Labour Relations Act, Part II of the Canada Labour Code, the Employment Equity Act, the Canadian Human Rights Act, and the Charter of Rights and Freedoms.

    More than 35% of Staff of the Non-Public Funds, Canadian Forces have a military connection through a CAF member, former CAF member, or military family member. Their ages range from under 16 to over 65.

  • What type of jobs do Staff of the Non-Public Funds, Canadian Forces hold?

    Staff of the Non-Public Funds, Canadian Forces serve CAF members, veterans, and their families through fitness, sports, recreation, and leisure activities. They deliver family and charitable support as well as retail and personal financial services by way of CFMWS divisions such as Personnel Support Programs (PSP), CANEX, SISIP Financial, and Military Family Services (MFS). Many are also employed behind the scenes with Information Services, Human Resources, Finance, and Corporate Services.
