Program delivery update: Updates to temporary residence pages affected by ministerial instructions 62 (MI62) – Submission of online applications for temporary resident visas and other documents

The Minister has extended the ministerial instructions requiring that all applications for a temporary resident visa (including a transit visa), work permit or study permit submitted by foreign nationals who are outside of Canada at the time of application, must be submitted online, unless an exception applies.
Updates have been made to related pages reflecting the following:
- These instructions have evolved from a temporary measure in response to COVID-19 restrictions to now supporting IRCC’s commitment to reduce inventories and processing times. As such, the relevant information has been integrated into the regular program delivery instructions.
- Language has been revised to more clearly convey the applicant’s obligation to apply online (for both outside and in-Canada applications).
- The instructions have also been updated with revised wording to expand the exception to foreign nationals who are outside of Canada, and who are unable to apply online, including for reasons of a disability, and therefore require accommodation for the use of electronic means.
