Program delivery update: CAQ format change, minors destined to Quebec, semester deferral and CAQ requirements

As of March 15, 2023, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) is no longer issuing the Quebec Acceptance Certificate (CAQ) in paper format to clients whose application for temporary selection studies has been accepted. A letter attesting to the issuance of the CAQ for studies (letter 715 or 315) is now being uploaded in the online file, replacing the confirmation letter.
- All instances of “confirmation letter” have been removed from the instructions.
- Paper CAQ and confirmation letters (letters 705, 733, 300 and 310) issued before March 15, 2023 remain valid until their expiry date.
Additionally, a more in-depth update has been made to the Study permits: Students destined to Quebec Program Delivery Instructions (PDI) to
- clarify the instructions related to minor students in sections “Who does not require a CAQ” and “Minors destined to the province of Quebec”
- add a new section entitled “Semester deferral and CAQ requirements” to provide the information that students are no longer required to obtain a new CAQ when they postpone the start of their study program to the next semester as scheduled in the school calendar.
