Archived - Suppliers of technical-grade ethanol for use in the production of hand sanitizers and hard-surface disinfectants

Heath Canada introduced an interim measure that permits the use of certain authorized sources of technical-grade ethanol. We took this step to meet the urgent health need for hand sanitizers and disinfectants during the COVID-19 pandemic. We are discontinuing the interim measure as the supply of ethanol has stabilized and the demand for technical-grade ethanol has decreased. Suppliers and distributors are expected to stop producing, reselling and/or distributing technical-grade ethanol. Manufacturers are to return to using approved grades of ethanol for manufacturing after the authorized dates to produce, resell/distribute or sell.

Health Canada granted temporary authorization to the companies listed below to supply technical-grade ethanol for the production of hand sanitizers and/or hard-surface disinfectants. To be given temporary authorization, these companies required an assessment and authorization by Health Canada.

Authorized suppliers of technical-grade ethanol are not distributors of technical-grade ethanol or manufacturers of hand sanitizers or hard-surface disinfectants containing technical-grade ethanol.

Technical-grade ethanol obtained from authorized suppliers cannot be blended when producing hand sanitizers and hard-surface disinfectants. Only authorized distributors may further sell technical-grade ethanol obtained from authorized suppliers.

The risk assessment summary report contains the information we used to allow and discontinue the temporary use of technical-grade ethanol in hand sanitizers and hard-surface disinfectants.

Companies not on this list may face compliance and enforcement action if they supply technical-grade ethanol for the production of hand sanitizer and/or hand-surface disinfectants without authorization. You can find information about non-compliant products in the recall advisory.

Note 1: Permolex Ltd. was an approved technical-grade ethanol producer between May 1 and June 8, 2020. Since June 8, 2020, Permolex Ltd. is recognized as a producer of Food Chemicals Codex (FCC)-grade ethanol. Hand sanitizers manufactured with ethanol produced by Permolex Ltd. before June 8, 2020, must observe risk statements for technical-grade ethanol, in addition to labelling requirements set out by the antiseptic skin cleanser monograph. Hand sanitizers manufactured with ethanol produced by Permolex Ltd. on or after June 8, 2020, don't require additional risk statements for technical-grade ethanol.

Note 2: Hand sanitizers made with technical-grade ethanol containing acetaldehyde levels equal to or below 75 ppm don't require technical-grade ethanol risk statements on their labels.

Note 3: Hand sanitizers or hard-surface disinfectants containing technical-grade ethanol with higher levels of impurities (acetaldehyde levels greater than 75ppm) can be identified by reading their product labels. The labels will include the following information:
