External Advisory Committee on Regulatory Competitiveness: Advice to the Treasury Board
Members of the External Advisory Committee on Regulatory Competitiveness (EACRC) are expected to participate in all Committee meetings and meaningfully contribute to the Committee’s activities. Through these meetings, the Committee advises the Treasury Board on how Canada’s regulatory system can be improved to promote regulatory excellence, thereby enhancing competitiveness and innovation while improving Canadians’ quality of life.
The renewed EACRC provided the following advice to the Treasury Board:
- June 2024: final recommendations on making regulatory measurement a government-wide priority by expanding the use of a searchable digital tool and maintaining strong avenues for external advice.
- June 2023: recommendations on prioritizing regulatory excellence across government, equipping Canada’s regulators to be world class, and modernizing regulatory engagement.
During its initial term, which ran from 2019 to 2021, the EACRC submitted four advice letters to the Treasury Board:
- March 2021: recommendations on regulatory response efforts to the COVID-19 pandemic, regulatory reviews round three, innovation, digitalization and consultation and engagement.
- January 2021: recommendations on regulatory innovation and experimentation, implementing a competitiveness lens, review of the Red Tape Reduction Act.
- July 2019: recommendations on regulatory competitiveness (particularly in terms of pesticide regulations), measuring cumulative burden, consulting and engaging with stakeholders.
- May 2019: recommendations on areas of focus for the second round of targeted Regulatory Reviews.
