Background
The Government of Canada is seeking comments from the public and Indigenous groups on proposed amendments to Schedule 2 of the Metal and Diamond Mining Effluent Regulations and the potential application of the Streamlining the Approvals Process for Metal Mines with Tailings Impoundment Areas for the West Detour Project.
- Kirkland Lake Gold Ltd., a wholly owned subsidiary of Agnico Eagle Mines, (the Proponent) is proposing the expansion of the west open pit of the Detour Lake Mine (DLM), located in northeastern Ontario, approximately 180 kilometres (by road) northeast of the Town of Cochrane, Ontario. The West Detour Project (WDP) is intended to provide additional ore to supply the DLM processing plant. This project will be possible through the proposed development of two satellites open pits and the westward expansion of the operating main pit.
- The regulatory amendments, if approved, would authorize the use of the water bodies frequented by fish for mine waste disposal for the West Detour Project.
- If approved, the Streamlining policy would exempt these proposed amendments from pre-publication in the Canada Gazette, Part I, and allow the amendments to proceed directly to the final publication in Part II of the Canada Gazette.

ECCC is also consulting on the potential application of the Streamlining the Approvals Process for Metal Mines with Tailings Impoundment Areas to reduce approval timelines of the regulatory amendments. This would exempt these proposed amendments from pre-publication in the Canada Gazette, Part I, and allow the amendments to proceed directly to final publication in Part II.
