Annex B: Reduced Vertical Separation Minimum Registration
B-1. General.This annex identifies the RVSM registration procedure, application form, as well as the DND/CAF and TCCA points of contact.
B-2. Once TAA staff have determined that the requirements for RVSM have been satisfied and approved, as required, using the appropriate procedures set out in the TAM for a new type design or a design change, the DTAES RVSM Registration Coordinator is advised by the applicant.
B-3. Once OAA staff have confirmed that the aircraft is ready for RVSM operations, the DTAES RVSM Registration Coordinator is advised by the applicant.
B-4. The applicant is to provide the DTAES RVSM Registration Coordinator with the following information to support completing the 'Record of Approval to Operate in RVSM Airspace' form:
- Aircraft Type (e.g., CL60, C17)
- Aircraft Model/Series (e.g., CL-600-2A12, GLOBEMASTER III)
- Manufacturer's Serial Number(s)
- Registration Mark(s)
- Mode S aircraft address(es) (hexadecimal)
B-5. RVSM registration responsibilities have been divided into the following steps:
Step 1 – On receipt of the information set out in paragraph B-4 from the applicant, the DTAES RVSM Registration Coordinator starts to complete the ‘Record of Approval to Operate in RVSM Airspace’ form, for each aircraft in the fleet that will be added to the RVSM database. A sample of the form is shown in Figure B-1. The form template is available internally, within DND, in the AEPM RDIMS library, under file #1929713.
Note: At this stage, the airworthiness and RVSM approval information need not be complete. Nevertheless, once any missing information becomes available, it needs to be sent to the DTAES RVSM Coordinator without delay.
Step 2 – The TAA will advise the 1 Canadian Air Division (1 CAD) Senior Staff Officer - Operational Airworthiness (SSO OA) when an aircraft type design is determined to be configured for RVSM operations or has been modified and found to comply.
Step 3 – SSO OA will advise the DTAES RVSM Registration Coordinator when a given fleet meets all OAA RVSM requirements.
Step 4 – When Steps 2 and 3 are completed, the ‘Record of Approval to Operate in RVSM Airspace’ form is completed for the aircraft in the fleet, and the DTAES RVSM Registration Coordinator will then send the completed form(s) to the TCCA RVSM Coordinator, by e-mail.
Step 5 – The TCCA RVSM Coordinator enters the information into the TCCA RVSM approval database and forwards to NAARMO, which will indicate that the respective DND/CAF fleet are ready to begin monitoring.
Step 6 – The TCCA RVSM Coordinator advises the DTAES RVSM Registration Coordinator when the NAARMO reports indicate that monitoring requirements have been met for a new DND/CAF fleet.
Step 7 – The DTAES RVSM Registration Coordinator notifies SSO OA when the aircraft have been added to the NAARMO database and are subject to monitoring.
Step 8 – As applicable, SSO OA advises the DTAES RVSM Registration Coordinator when aircraft are to be removed from the registry. In turn, the DTAES RVSM Registration Coordinator then notifies the TCCA RVSM Coordinator of any aircraft that must be removed from their database when no longer in service or in conformance with RVSM requirements. For removal of an aircraft from the RVSM database, the SSO OA should provide the following information:
- "Please remove aircraft";
- Aircraft Registration (Mark);
- Manufacturer's serial/construction number; and
- Effective Date.
Step 9 – The DTAES RVSM Registration Coordinator notifies the applicable WSM or PMO of aircraft that are not in conformance with RVSM requirements to initiate corrective measures.
Step 10 – The TCCA RVSM Coordinator will advise the DTAES RVSM Registration Coordinator of any altitude-keeping violations by DND/CAF aircraft reported by the Central Monitoring Agency (CMA) because of continuous monitoring.
Step 11 – Every two weeks, the TCCA RVSM Coordinator will forward a copy of the TCCA RVSM Registration database (as a XLSX file) to the DTAES RVSM Registration Coordinator.
Step 12 – The DTAES RVSM Registration Coordinator will check the details of the DND/CAF aircraft in the file for anomalies or errors. If any are found (e.g., an incorrect aircraft designation or date change), they will resolve the matter with the applicable OPI (WSM, PMO, etc.) and advise the TCCA RVSM Coordinator of any corrections required.
Step 13 – The DTAES RVSM Registration Coordinator maintains an extract of the TCCA RVSM database, showing details of the DND/CAF aircraft so registered, in AEPM RDIMS document #1723935. If any of the details change (e.g., an aircraft added or removed, Mode S code changed, etc.), the extract will be saved as a new version, to form a historical record of the changes.

B-6. DTAES RVSM Registration Coordinator. During the initial certification of the RVSM capability, and, subsequently, to avoid overwhelming the NAARMO and TCCA with multiple DND points of contact across separate fleets, DND and TCCA have agreed that all RVSM registration correspondence will be managed by a single point of contact, the DTAES RVSM Registration Coordinator. B-7. DTAES RVSM Registration Coordinator Responsibilities. The DTAES RVSM Coordinator is responsible for the following:
- Coordinating with the TAA and the SSO OA to determine when the capability is ready for release
- Coordinating aircraft RVSM registration with the TCCA RVSM Coordinator and any amendments to existing registrations
- Coordinating aircraft RVSM registration and initial height keeping monitoring requirements
- Maintaining an extract of the TCCA RVSM approval database of the registration details of DND/CAF aircraft and making it available to all DND/CAF aircraft fleets for reference (available internally, within DND, in the AEPM RDIMS library, under file #1723935)
- Ensuring adequate provisions exist for receiving the reports of height keeping performance issued by the height monitoring agencies established in accordance with TCCA AC 700-039 (reference 3.2.f)
- Reviewing NAARMO monitoring reports to ensure that RVSM-registered DND/CAF fleet are meeting the monitoring schedule established in the OAA-approved monitoring program (see para C-7 of Annex C to this advisory);
Note: For DND/CAF aircraft, the monitoring plans are not submitted to TCCA but are approved by the OAA as part of the OAC.
- Advising the SSO OA staff and/or WSM staff to initiate corrective action, whenever TCCA/NAARMO reports that a DND/CAF aircraft has had an unsuccessful monitoring flight (see paragraph C-12 of Annex C to this advisory).
