1. The increase in Internal Services is primarily due to $92.8M in refunds of prior year expenditures. This increase is made up of unused payables at year end (PAYEs) and credits to DND resulting from an aircraft lease contract amendment affecting prior year invoices as recommended in a 2006 NFTC Office of the Auditor General Audit.
