2018-19 Annual Reports to Parliament on the Administration of the Access to Information Act and Privacy Act
Bill C-58 stipulates that the reports must be tabled before each House of Parliament on any of the first 15 days on which that House is sitting after September 1 of the year in which the report is prepared. The ATSSC’s Annual Reports were submitted to the Department of Justice on June 5, 2019 – prior to Parliament dissolving.

2020-21 Departmental Plan
Reports on ATSSC’s expenditure plans for the 2020-21 fiscal year, including departmental priorities, core responsibility, programs, expected results and associated resource requirements.

Seeks the remaining funding needed to complete the implementation readiness activities in preparation for changes to the legislative/regulatory framework that underpins the recourse processes.

Overview of Budget Request

INTENT TO SEEK FUNDING THROUGH BUDGET 2020
CONTEXT: To provide information on the request for Budget 2020 funding currently being prepared.
  • In the five years since its inception, the ATSSC has successfully integrated 11 tribunals into a streamlined organization, advanced service improvements, ensured efficient and client-centric case management; made advances in delivery of digital solutions; and met all Government of Canada reporting and policy obligations.

  • However, as volume and complexity of cases have increased and tribunal mandates have expanded, the ATSSC is being challenged to meet service levels to the tribunals and transform service delivery.

  • Urgent funding through is required to allow the ATSSC to provide adequate support to the tribunals, expand the delivery of access to justice for Canadians, and modernize case management systems. Specifically, funding requested will:

    • Provide additional resources to ensure the tribunals receive the support services required to discharge their mandates. This includes both human and financial resources within tribunal secretariats and corporate service areas

    • Expand access to justice by investment in client-centric improvements through the continuum of dispute resolution and adjudication including: hearing rooms, integrated audio and videoconferencing; augmented interpretation and translation services; and plain language written and electronic materials

    • Ensure access to justice in line with Government of Canada’s efforts to digitally transform through investment in case management systems for the tribunals

  • Upon its establishment, the ATSSC received no additional financial authorities other than what was previously allocated to the 11 tribunals; and has not received nor requested any significant increase in budget since.

  • ATSSC has met with Finance Canada to explain our situation and is now working with tribunal Chairpersons to identify funding requirements. Once the budget 2020 process is initiated, ATSSC will be well-positioned to submit our case.

  • Officials at Finance Canada have informed us that the most critical factor to the success of our case will be ensuring our Minister’s support.
