Supplementary Estimates (A), 2018-19

Highlights of these Estimates

In this section

The Supplementary Estimates (A), 2018-19 seek parliamentary approval of $7.5 billion in new voted spending. The majority of this new spending is for:

  • Investments in federal infrastructure including the procurement of 3 icebreakers for the Canadian Coast Guard, payments related to the Gordie Howe Bridge and the New Champlain Bridge Corridor projects, and health and social facilities in Indigenous communities;
  • Implementation of settlement agreements for special claims under the Williams Treaties and an agricultural benefits specific claim under Treaty 8;
  • Health, social and education services and support for First Nations children under Jordan’s Principle;
  • Increases to wages and benefits for newly concluded collective bargaining agreements for the public administration; and
  • Defence investments including military equipment, information technology upgrades, and construction and modernization projects at the Carling Campus in Ottawa.

Overall, funding requirements for the top 10 organizations account for 86% of the $7.5 billion in voted spending sought through these Estimates. Of these organizations, these 8 are each seeking more than $200 million to support their priorities:

  • Department of Indian Affairs and Northern Development ($1.7 billion);
  • Department of Indigenous Services Canada ($1.2 billion);
  • Department of Fisheries and Oceans ($978.2 million);
  • Treasury Board Secretariat ($815.5 million);
  • Office of Infrastructure of Canada ($548.2 million);
  • Department of National Defence ($393.5 million);
  • Department of Foreign Affairs, Trade and Development ($316.6 million); and
  • Windsor-Detroit Bridge Authority ($283.6 million).

Planned expenditures shown in Table A2.11 of the 2018 Federal Budget are funded through allocations from the Treasury Board central vote for Budget Implementation. Those allocations are reported online and updated on a monthly basis.

General Information

In order to spend money, the government must receive Parliament’s approval, either through previously adopted legislation that provides ongoing authority or on an annual basis through the introduction and passage of appropriation bills in Parliament. As with other bills, appropriation bills become law after being approved by both the House of Commons and the Senate and receiving Royal Assent.

To support Parliament’s consideration and review, the President of the Treasury Board tables in Parliament, prior to the introduction of each appropriation bill, an Estimates publication (Interim, Main or Supplementary) that provides information and details on spending authorities sought.

While the Main Estimates provide an overview of spending requirements for the upcoming fiscal year, Supplementary Estimates present information on additional spending requirements which were either not sufficiently developed in time for inclusion in the Main Estimates, or have subsequently been refined to account for developments in particular programs and services.

The Supplementary Estimates (A), 2018–19 is the first of two Supplementary Estimates planned for this fiscal year.

For this exercise, the President of the Treasury Board tables a document in Parliament that includes:

  • A summary of the government’s incremental financial requirements;
  • An overview of major funding requests and horizontal initiatives;
  • Highlights of new authority requirements and structural changes;
  • Funding details by organization; and
  • A proposed schedule to the appropriation bill to be approved by Parliament.

In addition to the tabled document, the following supplemental information is also available online:

  • Detailed listing of legislated amounts reported through the Estimates;
  • A complete breakdown of planned expenditures by standard object, such as personnel, professional services and transfer payments;
  • Planned expenditures by program or purpose in accordance with the organizations’ Program Alignment Architecture or Departmental Reporting Framework;
  • Allocations from Treasury Board Central Votes (including the 2018–19 Budget Implementation vote);
  • A listing of transfers between organizations; and
  • A graphical summary of financial highlights.

The following terminology is used throughout this document:

  • 2016–17 Expenditures refer to the actual expenditures published in the 2017 Public Accounts;
  • 2017–18 Estimates to date include the aggregate of the requirements reported in the Main Estimates, and Supplementary Estimates A, B and C of that fiscal year;
  • Authorities to date are comprised of amounts reported in the prior Estimates of the current fiscal year, two-year appropriations and allocations from Treasury Board Central Votes;
  • These Supplementary Estimates refer to the requirements reported through Supplementary Estimates (A);
  • Proposed Authorities is the sum of all the amounts reported in the Estimates of the current fiscal year, two-year appropriations and allocations from Treasury Board Central Votes;
  • Budgetary expenditures include the cost of servicing the public debt; operating and capital expenditures; transfer payments to other levels of government, organizations or individuals; and payments to Crown corporations;
  • Non-budgetary expenditures – or loans, investments and advances – are outlays that represent changes in the composition of the Government’s financial assets. Negative figures indicate that recoveries exceed expenditures;
  • Voted appropriations are those for which parliamentary authority is sought through an appropriation bill; and
  • Statutory expenditures are those authorized by Parliament through enabling legislation and for which forecasts are provided for Parliament’s information.

Summary of Estimates

The Supplementary Estimates (A), 2018–19 provides information in support of voted budgetary expenditures in the amount of $7.5 billion for a total of $121.1 billion in 2018–19. This is an increase of 6.6% over the authorities to date.

Note: Authorities To Date and Proposed Authorities include two-year appropriations of $688,378,886 for Canada Border Services Agency, Canada Revenue Agency and Parks Canada Agency. These three agencies have the authority to carry forward funds approved in 2017–18 to 2018–19. The following chart – Supplementary Estimates as part of total Estimates – reflects only 2018–19 Estimates, so it excludes the two-year appropriations.

Estimates to date 2018–19

Two Estimates have been tabled previously for 2018–19. The 2018–19 Interim Estimates were tabled February 12, 2018 and presented $30.9 billion in voted budgetary expenditures and $14.3 million in loans, investments and advances.

The 2018–19 Main Estimates were tabled on April 16, 2018, supporting the government’s request to Parliament for authority through annual appropriations to spend $112.9 billion in voted budgetary expenditures and $57.1 million in voted non-budgetary expenditures. The 2018–19 Main Estimates also presented information on statutory amounts of $163.1 billion in budgetary expenditures and $542.5 million of loans, investments and advances. The amounts presented were inclusive, not in addition to, amounts previously shown in Interim Estimates.

The Supplementary Estimates (A), 2018–19 provide information in support of $7.5 billion in voted budgetary expenditures and an increase to forecasts of statutory spending of $555.1 million.

Appropriation Acts in 2018–19

Royal Assent for Appropriation Act No. 1, 2018–19 was granted on March 29, 2018 and provided interim supply to appropriation-dependent organizations to cover requirements until the end of June 2018.

On June 21, 2018, Royal Assent was received for the second appropriation act of 2018–19. This act provided supply for the remainder of planned expenditures presented in the 2018–19 Main Estimates.

In December 2018, the President of the Treasury Board will introduce a bill to approve the funding in Supplementary Estimates (A), 2018–19.

Major Items

The following section provides an overview of major voted initiatives included in these Supplementary Estimates in support of Parliamentary approval.

Department of Fisheries and Oceans: $827.3 million
Funding to procure three icebreakers for the Canadian Coast Guard

This funding will support the acquisition, conversion, refit and operation of three commercial icebreakers. These icebreakers will provide interim capability for the Canadian Coast Guard while existing ships undergo maintenance and vessel life extensions, and replacement vessels are built under the National Shipbuilding Strategy.

Department of Indian Affairs and Northern Development: $666.0 million
Funding to settle special claims under the Williams Treaties

The Williams Treaties relate to the Crown’s 1923 acquisition of three large parcels of land in southern and central Ontario. This funding will cover negotiation, legal and ratification costs for the Williams Treaties special claim settlement agreement and provide compensation to First Nations.

Treasury Board Secretariat: $541.4 million
Funding for compensation adjustments – Transfers to departments and agencies for negotiated salary adjustments

This funding will compensate departments, agencies and appropriation-dependent Crown corporations for the impact of collective bargaining agreements, and other related adjustments to terms and conditions of service or employment. The costs arise from agreements concluded between August 1, 2017 and August 10, 2018.

Department of Indian Affairs and Northern Development, Department of Indigenous Services Canada and Department of Public Safety and Emergency Preparedness: $438.5 million
Funding for infrastructure projects in Indigenous communities

Funding will be distributed across fourteen initiatives to address critical infrastructure needs and sustain existing infrastructure programming in Indigenous communities. It will support projects such as nursing stations, long-term health facilities, policing facilities, and water and wastewater facilities.

Department of Indigenous Services Canada: $423.1 million
Funding for the First Nations Water and Wastewater Enhanced Program and to monitor and test on-reserve drinking water

This funding will be used for on-reserve water and wastewater infrastructure, facility operations and maintenance, training of water system operators, water monitoring and testing.

Department of Indigenous Services Canada: $323.3 million
Funding for health, social and education services and support for First Nations children under Jordan’s Principle

Jordan’s Principle ensures that all First Nations children can access the products, services and supports they need, when they need them. This funding may cover, for example, specialized medical supplies or equipment, physiotherapy and speech language therapy, respite and other home care services, and special educational supports.

Office of Infrastructure of Canada: $291.8 million
Funding for the New Champlain Bridge Corridor Project

In April 2018, the Government of Canada and the Signature on the St. Lawrence group announced a settlement agreement to address issues such as cost overruns related to the transportation of oversized parts and construction delays. This funding will be used to pay for the settlement, including costs of accelerating work to recover from construction delays, and to establish a contingency reserve for 2018–19.

Windsor Detroit Bridge Authority: $283.6 million
Funding for the Gordie Howe International Bridge

This funding will cover project and construction costs for the Gordie Howe International Bridge as well as operating costs of the Authority.

Department of National Defence: $282.2 million
Funding for capital investments in support of Strong, Secure, Engaged

This funding will support defence investments valued individually under $100 million, notably to acquire military equipment including vehicles, forklifts, mobile cranes, lab equipment, and information technology servers and software. Funding will also support upgrades to the Canadian Forces Intelligence Command facility, and construction and modernization projects at the Carling Campus in Ottawa.

Department of Indian Affairs and Northern Development: $239.4 million
Funding to settle the Treaty 8 Agricultural Benefits specific claim with the Little Red River Cree Nation

This funding will cover compensation payments, as well as the negotiation, legal and ratification costs of the First Nation.

Office of Infrastructure of Canada: $210.4 million
Funding to assume the P3 Canada Fund commitments of PPP Canada

PPP Canada, a Crown corporation created to promote public-private partnerships, was dissolved in March 2018. This funding will allow Infrastructure Canada to deliver on the remaining funding agreements with other levels of government, which the Government had undertaken with the former P3 Canada Fund.

Structural Changes and Changes to Voted Authorities since the 2018–19 Main Estimates

The following structural changes are reflected in these Estimates:

  • Natural Sciences and Engineering Research Council: the Minister of Science was designated the appropriate Minister for the purposes of the Financial Administration Act (Order in Council P.C.2018-1011);
  • Office of the Co-ordinator, Status of Women: the Minister of Status of Women was designated the appropriate Minister for the purposes of the Financial Administration Act (Order in Council P.C.2018-1010);
  • Public Service Commission: the President of the Queen’s Privy Council for Canada. was designated the appropriate Minister for the purposes of the Financial Administration Act (Order in Council P.C.2018-1204); and
  • Social Sciences and Humanities Research Council: the Minister of Science was designated the appropriate Minister for the purposes of the Financial Administration Act (Order in Council P.C.2018-1012).

The following new or amended authorities are sought through the appropriation act for these Estimates:

  • Department of Finance has added Vote 10 to increase the aggregate amount of payments to the Canadian Securities Regulation Regime Transition Office; and
  • Department of National Defence is adding votes 15 and 20 for the write-off and forgiveness of debts.

123 organizations are represented in the 2018–19 Estimates. Of these, 76 organizations have identified additional requirements as part of these Supplementary Estimates.
