Government Response to the March 2015 Advisory Committee Report
Dear Mr. Kanwar:
I am pleased to acknowledge receipt of the report of the Advisory Committee on Senior Level Retention and Compensation. I would like to commend you and your Committee members for your dedication and thoughtful recommendations to the Government.
Although the Committee did not suggest a specific economic increase for 2015-2016, I agree with the principles you outlined to aid in determining compensation and the recommendation that senior leaders be given an economic increase that is no less than what is provided to unionized employees. As such, I confirm an increase for senior leaders of 0.5% for 2015-2016, which is the same increase before unionized employees for the current round of negotiations. An increase of 0.5% will also be applied for 2014-2015.
I also appreciate the Committee's support for the continued use of a corporate commitment aligned with government-wide priorities. I agree with the recommendation that the split in at-risk pay between corporate and individual commitments be eliminated and the assessment of the corporate commitment be integrated into the overall assessment of the individual commitments of each senior leader.
I encourage you to proceed with the work plan for 2015-2016 you have outlined in your report and reiterate my sincere appreciation for your leadership and the work of the Committee.
