Consumer Price Index for Utilities - Isolated Posts and Government Housing Directive (IPGHD) - March 2008

The purpose of this notice is to provide departments and agencies with the revised Consumer Price Index (CPI) for Utilities.
Statistics Canada, now using 2002 as the base year, reports the January 2008 CPI for Utilities as 127.3. The IPGHD, however, uses 1991 as the base year. It was necessary, therefore, to re-base the January 2008 CPI to 1991. To do this, we applied the following formula:
127.3 (2008 CPI for Utilities) รท 0.719 (conversion factor) = 177.05
The index of 177.05 should be used in the calculation of utilities charges as per Section 6.14 of the Isolated Posts and Government Housing Directive.
Please ensure that it is provided to those responsible for calculating the charges.
