The Secretariat conducts an exhaustive planning process to develop its Departmental Evaluation Plan. The process includes formal information requests, open and targeted consultations at all levels of the organization, document reviews (including the budget and the Speech from the Throne), integration of evaluations identified in Cabinet documents, and consideration of programs evaluated in previous years. The capacity of the evaluation unit, which includes full-time equivalents and funding available for professional services, is also taken into account. The proposed projects are weighted, assessed for risk and materiality, and prioritized. They are then are vetted through the appropriate governance committees. Any program spending not flagged for evaluation was deemed to be outside of the priorities during the planning process.
