Employee Experience and Skills Inventory

 

Executive Summary

The Employee Experience and Skills Inventory is the collection of employee experiences and skills data. The collection and analysis of this data (acquired via the Employee Experience and Skills Questionnaire) will help Shared Services Canada (SSC) properly plan its resources, offer increased opportunities to employees, provide sound management of its workforce, advance the corporate-wide learning and development approach, and develop its workforce.

The Employee Experience and Skill Management program is key to determining the SSC workforce’s strengths and allowing for stronger human resources planning, the determination of Learning and Development priorities, aligning the Performance Management Reviews/Learning Plan with business objectives, and lateral movement of employees between projects. Moreover, a Workforce Management Strategy (WMS 1.5) has been devised that will help SSC to recruit, develop and sustain a productive and diverse workforce able to adjust to evolving business needs.

Only with an employee’s consent, will their personal data be shared with management on a "need to know" basis. Human Resources and Workplace will only share pertinent information with management.

The Legal Authority for the Employee Experience and Skills Inventory is the Financial Administration Act (FAA) Section 12,

12. (1) Subject to paragraphs 11.1(1)(f) and (g), every deputy head in the core public administration may, with respect to the portion for which he or she is deputy head,

  • determine the learning, training and development requirements of persons employed in the public service and fix the terms on which the learning, training and development may be carried out;

Privacy Risk Mitigation

Confidentiality: The overall confidentiality rating is assessed as Protected A. The overall integrity rating is assessed as Low, as is the overall availability rating.

Privacy: By leveraging existing infrastructure and systems (email, network), where existing controls are in place and functioning as intended, the Employee Experience and Skills Inventory introduces no additional residual privacy risk. There were no high privacy risks noted and most of the risks that were identified as part of this assessment would be considered administrative risks and the mitigation measures are relatively simple to implement.

As indicated in the Privacy Impact Assessment (PIA), the Standard Personal Information Bank (PIB) PSE 905 Training and Development required amendment to accurately describe the purpose of the collection of personal information. This Standard PIB is under the control of the Treasury Board Secretariat of Canada. The Questionnaire will change as SSC requirements change and the PIA will be revisited as required.
