The fairness monitor (FM) hereby provides the unqualified assurance statement below concerning the competitive selection process for the Real Property Project Management Services and Specialized Real Property Project Management Support Services (PMSS) for the evaluation phase of the Request for Proposals (RFP).

It is our professional opinion that the competitive selection process we observed or monitored was carried out in a fair, open and transparent manner.

Project Requirement

Samson was engaged on November 3, 2022, as a FM to observe the procurement process for the the Real Property Project Management Services and Specialized Real Property PMSS, issued by Public Works and Government Services Canada (PWGSC) on behalf of PWGSC’s Science and Parliamentary Infrastructure Branch as a result of solicitation number EP758-202869/A. Samson is an independent third party with respect to this activity.

This report covers the activities of the FM for the evaluation phase of the RFP.

The successful contractors will assist PWGSC in managing the planning, design, and implementation for the South blocks projects (bounded by Elgin and Bank street and Wellington a Sparks street), Physical Security Program, and the Office of the Prime Minister and Privy Council projects. The services have been divided into 4 workstreams, as follows:

It is intended to result in the award of 2 contracts per workstream each, with a duration of 5 years, plus 1 2-year irrevocable option, allowing Canada to extend the term of the contracts for workstream 1,2,3 and 4. Funding will be assigned through task authorizations on a project basis.

We reviewed all the information provided and observed all relevant activities subsequent to our engagement.

Activities and observations: Evaluation phase of the Request for Proposals

The FM reviewed the evaluation plan, framework and the scoring grid. An information session for the technical evaluation team was held on July 5, 2022, which the FM attended. The evaluation team consisted of 3 evaluators.

The evaluation of the bids consisted of a review of the documentation submitted by the bidders as indicated in the RFP. The evaluation of bids began on July 6, 2022.

The contracting authority and the FM attended the consensus meetings with the evaluation team. Consensus meetings took place on the following dates:

One of the respondents was asked to provide additional information regarding a potential conflict of interest. The FM reviewed all due diligence and correspondence, including PWGSC’s decision letter to accept the respondent’s bid on December 16, 2022 deeming that there was no unfair advantage.

The FM attended the final evaluation meeting and reviewed the summary report on the overall technical evaluations and financial evaluation for workstreams 1 to 4 produced by PWGSC on February 15, 2023 to confirm the respondents with the highest total scores.

No fairness issues were identified.

June 26, 2023

Addendum to the final report dated March 1, 2023, regarding the competitive selection process for the Real Property Project Management Services and Specialized Real Property PMSS, PWGSC.

This addendum covers the period following the conclusion of the evaluation phase, including contract award.

Fairness monitoring activities related to contract award and debriefings

The 3 successful bidders were informed of contract awards (a total of 6 contracts were awarded) on March 24, 2023, and the notices were posted on CanadaBuys on March 27, 2023. A letter advising of the results was sent to the other bidders on March 24, 2023. Debriefing meetings were requested by 3 of the bidders. The FM reviewed the correspondence with the bidders and attended these meetings on June 2nd and June 15th, 2023. No fairness issues were identified.
