Project requirement

Raymond Chabot Grant Thornton Consulting Inc. (RCGT) was engaged on November 5, 2020, as a fairness monitor (FM) to observe the procurement process for the Atlantic Science Enterprise Centre (ASEC) Construction Management Services project, issued by Public Works and Government Services Canada (PWGSC) under bid solicitation EC015-212735/A. RCGT is an independent third party with respect to this activity.

This report covers the activities of the FM, during the entire procurement process from November 5, 2020, to September 24, 2021. RCGT reserves the right, but will be under no obligation, to review and/or revise the report if further information that may impact our observations becomes known to us after the date of this report.

The Moncton ASEC project is being undertaken to address two related requirements:

Request for Proposal Phase

The following activities were performed during this phase:

The RFP closed on June 3, 2021, at 2:00 Eastern daylight time.

In accordance with the terms of our engagement, we familiarized ourselves with the relevant documents, observed the activities above, identifying fairness-related matters to the CA, and ensured that responses and actions were reasonable and appropriate.

The FM provided to the CA minor comments to the proposed RFP document and related amendments which were appropriately resolved by the CA. There are no unresolved matters related to the RFP phase, nor any observations to report which would impact our attestation.

Evaluation Phase

The following activities were performed

Three bids were received, for which an evaluation was performed. The evaluators performed individual evaluations first and then conducted a meeting to come to a consensus score for the mandatory criteria. The meeting was mediated by the technical authority. All 3 bids met the mandatory and rated requirements.

The consensus meetings concluded, and the evaluators reviewed and signed off on the consensus evaluations.

The FM did not identify any concerns with the evaluation process. There are no unresolved matters related to the evaluation phase, nor any observations to report which would impact our attestation.

Addendum to the final report

November 10, 2022

Addendum to the final report dated September 27, 2021 for the ASEC Construction Management Services procurement process.

This addendum covers the period following the conclusion of the evaluation phase including contract award and debriefings.

RCGT reviewed all the information provided and observed or monitored all relevant activities of the contract award and debriefing activity, as identified in this report.

We hereby submit the FM’s addendum to the final report, which is based on information made available to us by the CA from September 28, 2021 to November 15, 2021.
