Specific arrangement to allow sub-delegation to the Independent Special Interlocutor (ISI), as well as to hiring managers reporting directly to the ISI
The Deputy Head of Justice Canada may sub-delegate their appointment and appointment-related authorities to any office holder of the Independent Special Interlocutor for Missing Children and Unmarked Graves and Unmarked Burial Sites associated with Indian Residential Schools (“Independent Special Interlocutor” (ISI)), as well as to hiring managers reporting directly to the ISI.
This arrangement is effective August 18, 2022, with the following terms and conditions:
- The Deputy Head of Justice Canada will remain accountable to the PSC for all appointment and appointment-related decisions made by the ISI and by any sub-delegated hiring managers reporting directly to the ISI under this specific arrangement.
- It is understood that the ISI and any sub-delegated hiring managers will complete the required staffing training as identified in Justice Canada’s sub-delegation instrument before they may be sub-delegated appointment and appointment-related authorities.
- Authorities will be sub-delegated and exercised in accordance with the Appointment Delegation and Accountability Instrument and any conditions, limitations and/or restrictions imposed by the PSC.
- As part of their organizational monitoring, Justice Canada is expected to monitor the use of sub-delegated authorities under this specific arrangement.
