Extension of the temporary measures for the oral interaction test (21-09)

To continue supporting organizations in their staffing activities during the response to the COVID-19 pandemic, the Public Service Commission of Canada (PSC) has extended the temporary measures for second language evaluations until March 31, 2022 for the oral interaction test.

Therefore, the following temporary measures will apply to the assessment of all language skills (reading comprehension, written expression and oral interaction) until March 31, 2022.

This extension will provide a greater transition time which will allow for a reduced impact on organizational operations, and ensure that the PSC can build sufficient capacity to respond to the demand.

The PSC will be hiring second language evaluators in the coming weeks and months to add to our current capacity. We invite organizations with large testing volumes to contact the Personnel Psychology Centre to discuss other potential solutions to address delays in second language testing.

Finally, we will also be exploring operational options that might allow some large departments to continue using their own second language evaluation instruments on a pilot basis, beyond the expiry of the temporary measures on March 31st of next year.   This would involve an evaluation by the PSC of your second language evaluation frameworks. Additional information will be communicated in the coming weeks.

Our questions and answers for human resources specialists will be adjusted accordingly.

Sincerely,
