Originally from Winnipeg, Manitoba, Ms. Vanessa Lloyd grew up in Kingston, Ontario, and joined the Canadian Security Intelligence Service (CSIS) in 1998 as an intelligence officer. After starting her career at Headquarters, Ms. Lloyd went on to work for eight years as a field investigator, supervisor and senior manager in CSIS’ Toronto Region. 

In 2009, Ms. Lloyd returned to Ottawa as the project lead for the CSIS Business Modernization Project and, following an assignment as Chief of Staff to the Director, she joined CSIS’ Executive Cadre in 2012 as Chief, Counter Intelligence and Counter Proliferation. In 2014, Ms. Lloyd joined CSIS’ International Region where she held the positions of Deputy Director General, Operations, and Deputy Director General, Services. In 2017, Ms. Lloyd returned to Headquarters where she was appointed Director General, Human Intelligence Collection and Security, a role she held for three years, which saw the implementation of changes to the CSIS Act affecting programs under her purview.

A forward-looking leader who is committed to the evolution of CSIS, over the last decade Ms. Lloyd has been involved in a number of initiatives, which aim to augment operational capacity and promote a culture of innovation, candour and compliance within CSIS’ operational directorate. In 2020, Ms. Lloyd was appointed as the Senior Executive Lead to oversee a new operational program, comprised of a series of strategic projects, which collectively aim to modernize CSIS’ operational model. She was subsequently appointed CSIS’ first Chief Transformation Officer.

Prior to being appointed Interim Director, Ms. Lloyd served as Deputy Director of Operations since Spring 2023.
