The Honourable Peter MacKay, P.C., Q.C., M.P. for Central Nova, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Étienne Parent, a puisne judge of the Superior Court of Quebec, District of Québec is appointed a puisne judge of the Court of Appeal of Quebec to replace Mr. Justice L. Giroux (Québec), who elected to become a supernumerary judge effective June 30, 2015.
Mr. Justice Parent was appointed to the Superior Court of Quebec in 2006. Prior to his appointment, he had been a lawyer with the firm of Parent Doyon Rancourt in Saint-Georges-de-Beauce since 1983. He practised in the general area of civil law, specializing in insurance law, agricultural law, and administrative law. He received a Bachelor of Laws from Université Laval in 1982 and was admitted to the Bar of Quebec in 1983.
This appointment is effective June 30, 2015.
The Honourable Marie-Josée Hogue, a lawyer with McCarthy Tétrault in Montreal, is appointed a puisne judge of the Court of Appeal of Quebec to replace Mr. Justice P.J. Dalphond (Montreal), who resigned effective November 4, 2014.
Madam Justice Hogue received a Bachelor of Civil Laws from the Université de Sherbrooke in 1986 and was admitted to the Bar of Quebec in 1987, from which she received the distinction of Advocatus Emeritus in 2012.
Madam Justice Hogue had been a partner with the firm McCarthy Tétrault since January 2014. She was previously a partner with Heenan Blaikie LLP, where she had worked since 1987 before becoming a partner in 1995. She was a Law Clerk to the Honourable Antonio Lamer of the Supreme Court of Canada from1988 to1989. Her main areas of practice were corporate commercial litigation, civil litigation and professional liability.
Madam Justice Hogue was received as a Fellow of The American College of Trial Lawyers in 2009 and has been responsible for the provincial committee of Quebec since 2014. She has appeared before all levels of the Quebec civil courts and appellate courts, and frequently appeared before domestic and international arbitration tribunals. She has been recognized in several peer-review listings: The Best Lawyers in Canada 2014 for Corporate, Commercial; the inaugural Benchmark Litigation Canada list of the Top 25 Women in Canadian Litigation; and The Canadian Legal Lexpert Directory and Lexpert Guide to the Leading 500 Lawyers in Canada for many years.
The Honourable Marie-Josée Bédard, a judge with the Federal Court, is appointed a puisne judge of the Superior Court of Quebec, District of Gatineau, Labelle and Pontiac, to replace Mr. Justice M. Bédard (Gatineau), who elected to become a supernumerary judge as of June 20, 2015.
Madam Justice Bédard was appointed to the Federal Court in 2010. At the time of her appointment, she was vice-chairperson of the Public Service Labour Relations Board, where she had served since 2008. She has extensive experience in labour law, labour relations and human resources, as well as administrative law, civil rights and public law. In 2000, she joined the Société de transport de l'Outaouais, later becoming a special advisor to senior management until 2006. She was an associate with Bédard, Saucier in Hull (now Gatineau) from 1993 to 1999.
Madam Justice Bédard received a Bachelor of Civil Law (magna cum laude) from the University of Ottawa in 1992 and was admitted to the Quebec Bar in 1993.
The Honourable Jocelyn F. Rancourt, a lawyer with Norton Rose Fulbright in Québec, is appointed a puisne judge of the Superior Court, District of Québec, to replace Mr. Justice M. Caron (Québec), who elected to become a supernumerary judge as of June 20, 2015.
Mr. Justice Rancourt received a Bachelor of Laws from Université Laval in 1984 and was admitted to the Bar of Quebec in 1985. He was with the firm Norton Rose Fulbright (previously known as Ogilvy Renault) from 1988 until his appointment, first as a lawyer and then as a senior partner, where his main areas of practice were employment and labour law, administrative law, and health and safety law.
Mr. Justice Rancourt was a member of the Quebec Bar Committee on Administrative Justice from 2013 until his appointment. In 2014, he was recognized as the best lawyer in employment and labour law in the City of Québec, and he has been consistently listed in the legal directory Lexpert in employment and labour relations, health and safety, and workers' compensation.
The Honourable Bernard Tremblay, a lawyer with BCF s.e.n.c.r.l. in Quebec, is appointed a puisne judge of the Superior Court of Québec, District of Québec to replace Mr. Justice E. Parent (Québec), who was elevated to the Quebec Court of Appeal effective June 30, 2015.
Mr. Justice Tremblay received a Bachelor of Laws from the Université Laval in 1984 and a Masters in Business Administration from McGill University in 2012. He was admitted to the Bar of Quebec in 1986.
Mr. Justice Tremblay practised with BCF s.e.n.c.r.l. from 2001 until his appointment. He was previously with the firm McCarthy Tétrault since 1986. His main areas of practice were construction law, civil litigation, commercial law, insolvency and restructuring, real estate law, and arbitration and mediation.
This appointment is effective June 30, 2015.
The Honourable Anne Jacob, a lawyer with AJ services juridiques inc. in Saint-Lambert, is appointed a puisne judge of the Superior Court of Québec, District of Longueuil to replace Mr. Justice C. Julien (Longueuil), who elected to become a supernumerary judge as of July 20, 2015.
Madam Justice Jacob received a Bachelor of Laws from the Université de Montréal in 1987 and was admitted to the Bar of Quebec in 1988.
Madam Justice Jacob formed AJ services juridiques inc. in 2010. Prior to that, she practised with the firm Lapointe Rosenstein Marchand Melançon Forget (2002-2010) and with Pépin Létourneau (1988-2002), both in Montreal. Her main areas of practice were professional liability, disciplinary law, health law, estates, civil responsibility, insurance law and construction law.
Madam Justice Jacob had been a member of l'Association des femmes d'assurance de Montréal since 1995 and governor of the Fondation du Barreau du Québec since 2009. She held numerous positions with the Canadian Bar Association, where she had been a member since 2003.
This appointment is effective July 20, 2015.
The Honourable Silvana Conte, a lawyer with Osler, Hoskin & Harcourt LLP in Montreal, is appointed a puisne judge of the Superior Court of Quebec, District of Montreal to replace Mr. Justice J.P. Chrétien (Montreal), who elected to become a supernumerary judge as of July 5, 2015.
Madam Justice Conte received a Bachelor of Civil Law in 1988 and a Bachelor of Laws in 1989, both from McGill University, and was admitted to the Bar of Quebec 1990. She had been a partner with Osler, Hoskin & Harcourt since 2001.
Madam Justice Conte practised with Davies, Ward, Phillips & Vineberg from 1992 to 2001 and was a lawyer with Heenan Blaikie from 1990 to 1992. Her main areas of practice were class actions, international commercial arbitration, and alternative dispute resolution. She has been recognized in numerous legal directories, such as Lexpert, Chambers Global, Best Lawyers and Benchmark Canada for her class-action expertise and general litigation skills. She was a member of the Canadian Bar Association and the International Bar Association.
This appointment is effective July 5, 2015.
The Honourable Danye Daigle, a sole practitioner in Victoriaville, is appointed a puisne judge of the Superior Court of Quebec, District of Trois-Rivières, to replace Mr. Justice M. Richard (Trois-Rivières), who resigned effective December 7, 2014.
Madam Justice Daigle received a Bachelor of Laws from Université de Sherbrooke in 1990 and was admitted to the Bar of Quebec in 1991. She has been a sole practitioner since 2006.
Madam Justice Daigle was an associate with Moisan Aubert Gagné Daigle from 2002 to 2006, and a lawyer with Moisan Aubert et associés from 1991 to 2002. Her main areas of practice were family law, youth law, civil litigation and criminal law. She had been a board member of Cégep de Victoriaville since 2013.
The Honourable J. Sylvain Provencher, a lawyer with Lavery, de Billy in Sherbrooke, is appointed a puisne judge of the Superior Court of Quebec, Districts of Saint-François and Bedford, to replace Madam Justice S. Mireault (Granby), who elected to become a supernumerary judge as of June 1, 2015.
Mr. Justice Provencher received a Bachelor of Laws from Université Laval in 1990 and was admitted to the Bar of Quebec in 1991. He has been a lawyer with Lavery, de Billy since 2014. Prior to that, he had practised with Heenan Blaikie (1999-2014), with Martel Brassard Doyon Provencher (1995-1999), and with Monty Coulombe (1991-1995).
Mr. Justice Provencher's main areas of practice were civil and commercial litigation, insurance law, tcivil liability, professional liability, and securities and insolvency law, disciplinary law, municipal law, penal law and construction law. He is a member of the Canadian Bar Association and of l'Association des Experts en Sinistre de l'Estrie (AESE) since 1997.
The Honourable Claude Villeneuve, a lawyer with the firm Lavery, de Billy in Sherbrooke, is appointed a puisne judge of the Superior Court of Québec, Districts of Saint-François and Bedford. He replaces Mr. Justice C. Ouellet, who was transferred to Sherbrooke.
Mr. Justice Villeneuve received a Bachelor of Laws from the Université de Sherbrooke in 1991 and a graduate diploma in health law in 1992. He was admitted to the Quebec Bar in 1993. He was an associate with Lavery, de Billy from March 2014 until his appointment, practising civil, commercial, labour and employment law.
Prior to that, he was a lawyer at Heenan Blaikie from 2006 to 2014, and became a partner in 2010; and a lawyer with Sauvé, Villeneuve & Associés from 2003 to 2006; with Delorme, LeBel, Bureau, LLP from 1999 to 2003; with Huard, Théroux & Associés from 1995 to 1999; and with Pariseau, Cliche & Associés from 1993 to 1999. He was the Bâtonnier de Saint-François from 2014 until his appointment.
The Honourable Chantal Chatelain, a lawyer with the firm Langlois Kronström Desjardins in Montréal, is appointed a puisne judge of the Superior Court of Québec, District of Montréal. She replaces Madam Justice E. Petras (Montréal), who was appointed Associate Chief Justice of the Superior Court of Québec to replace the Honourable F. Rolland, who elected to become a supernumerary judge as of June 30, 2015.
Madam Justice Chatelain received a Bachelor of Laws from the Université de Montréal in 1992 and was admitted to the Quebec Bar in 1993. She practised in the areas of general civil, administrative, constitutional and commercial law with Langlois Kronström Desjardins from 1997 until her appointment, and was the associate responsible for the Montréal office for the past four years.
Madam Justice Chatelain had been a member of various committees, including the Comité sur les femmes dans la profession du Barreau du Québec (since 2005); the Comité de liaison avec la Cour supérieure en matière civile du Barreau de Montréal (since 2008); the Comité sur les recours collectifs du Barreau du Québec (since 2009) ; and the Comité sur l'arbitrage des comptes d'honoraires des avocats du Barreau du Québec (since 2010).
This appointment is effective June 30, 2015.
The Honourable Babak Barin, a lawyer with the firm Barin Avocats in Montréal, is appointed a puisne judge of the Superior Court of Québec, District of Montréal. He replaces Mr. Justice R. Mongeon (Montréal), who elected to become a supernumerary judge as of July 10, 2015. This appointment is effective July 10, 2015.
Mr. Justice Barin received a Bachelor of Arts and Science from Northwestern University in 1988 and a Bachelor of Laws from the University of Moncton in 1991. He was admitted to the Ontario Bar in 1994 and the Alberta Bar in 2006, and he was a member of the Quebec Bar from 2002 until his appointment.
Mr. Justice Barin had been a lawyer with Barin Avocats since 2012 and with the firm BCF LLP (in Montréal) from 2006 to 2012. Prior to that, he practised with other firms: Woods LLP (in Montréal) from 2005 to 2006; Osler, Hoskin & Harcourt LLP (in Montréal and Toronto) from 2003 to 2005; and Stikeman Elliott LLP (in Montréal) from 2001 to 2003. He practised in Zurich, Switzerland, with the firm Froiep Renggli LLP from 2000 to 2001 and with the Claims Resolution Tribunal for dormant accounts from 1999 to 2000. At the beginning of his career, he practised with Heifetz, Crozier, Law and Samis, Blouin, Dunn, in Toronto between 1992 and 1999. His areas of practice were commercial litigation and arbitration.
The Honourable Suzanne Gagné, a lawyer with the firm Létourneau Gagné LLP in Québec, is appointed a puisne judge of the Superior Court of Québec, District of Québec. She replaces Madam Justice S. Hardy-Lemieux (Québec), who elected to become a supernumerary judge as of April 20, 2015.
Madam Justice Gagné received a Bachelor of Laws from Université Laval n 1994 and was admitted to the Quebec Bar in 1995. In 2012, the Quebec Bar honoured her with the distinction of Advocatus Emeritus.
Madam Justice Gagné was an associate lawyer with Létourneau Gagné LLP from 2002 until her appointment. She was previously a lawyer with Guy Bertrand & associés in Québec from 1995 to 2002. She practised in the field of civil and commercial litigation. From 1999 onward, she was a member of the grand jury for Forces AVENIR. She was also chair of the board of directors of the Société du Grand théâtre de Québec for the past five years.
The Honourable Florence Lucas, a lawyer with the firm Gowling Lafleur Henderson LLP (Montréal), is appointed a puisne judge of the Superior Court of Québec, District of Montréal. She is filling a new position created by Bill C-31.
Madam Justice Lucas received a Bachelor of Laws from Université Laval in 1996. She studied at the Université Panthéon-Assas in Paris, France, and obtained a D.E.A. (Diplôme d'études approfondies) in literary, artistic and industrial property in 1998. She was admitted to the Quebec Bar in 1998.
Madame Justice Lucas was a lawyer with Gowling Lafleur Henderson in Montréal from 2000 until her appointment and a lawyer at Walker & Associés in Paris from 1999 to 2000. Her areas of practice were civil and commercial litigation and intellectual property. She was a member of the board of directors of the Montréal Diet Dispensary for the past three years.
Appointments to the country's Superior Courts not only reflect the rich and diverse social fabric of our country, but also take into consideration the merit and legal excellence of each individual jurist. Through these appointments, the Government of Canada has demonstrated an awareness of the need to bring greater gender balance to the bench, to help ensure that the judiciary is more representative of Canadian society.
Except where otherwise stated, these appointments are effective immediately.
