New defence infrastructure is in line with the Canada First Defence Strategy, which sets a detailed road map for the modernization of the Canadian Armed Forces. These new constructions will help replace dated defence infrastructure and support a first-class, modern military that is ready to take on the challenges of the 21st century.
The Health Services Centre project will see the integration, relocation and expansion of the existing medical facilities at CFB Borden. This new 7199 m2 facility, now under construction, will house physiotherapy, dental and mental health services under one roof. The existing medical facilities are located in four older buildings located across the base. This aging infrastructure will not be able to meet the anticipated needs required at the base. The Centre will translate into improved efficiency and facilitate the delivery of care, due to the consolidation of medical services in one location. This project builds on the Government of Canada’s announcements of investments representing almost $125 million for the construction and renovation of health services centers at bases and wings across the Canada since 2009.
Overall project value (including taxes): approximately $35.5 million.
Construction has started on a new, 13 840 m2 facility to house both headquarters and training companies within the Royal Canadian Electrical and Mechanical Engineers School. The existing facilities used by these companies are outdated, limiting the school’s ability to introduce and support new and evolving technologies, including advanced optics, computerized training aids and virtual training.
The school is made up of military and civilian staff members, and approximately 2350 students graduate every year. It offers 54 different technical courses as well as Apprentice, Journeyman and specialist training, and conducts training for both the Regular and Reserve Forces. The different companies of the Royal Canadian Electrical and Mechanical Engineers School are currently housed in different buildings throughout CFB Borden. This new facility will bring three of the four companies under one roof.

The Canadian Forces Recruiting Group was previously housed in three separate facilities at CFB Borden, including a trailer which had been used as a temporary measure. This project, now completed, saw the construction of a new 2220 m2 facility to house over 100 personnel into a single Canadian Forces Recruiting Group Headquarters. The facilities previously used by the recruiting group were originally constructed for other uses and some had reached the end of their life cycles. By consolidating all of the Canadian Forces Recruiting Group in a single headquarters, the Canadian Armed Forces has improved efficiency and operational effectiveness and provided increased storage, office and briefing space.
