The Honourable Lawrence Cannon, Minister of Foreign Affairs, today announced the following diplomatic appointments:
Ruth Archibald becomes High Commissioner to Barbados, with concurrent accreditation to the Commonwealth of Dominica and Saint Vincent and the Grenadines.
Mackenzie Clugston becomes Ambassador to the Republic of Indonesia, with concurrent accreditation to the Democratic Republic of Timor-Leste.
Daniel Costello becomes Ambassador to the Republic of Poland.
Adèle Dion becomes High Commissioner to the Republic of South Africa.
Todd Kuiack becomes Ambassador to the Dominican Republic.
Robert Orr becomes High Commissioner to the United Republic of Tanzania, with concurrent accreditation to the Republic of Seychelles and the Union of the Comoros.
Valerie Raymond becomes Ambassador to the Czech Republic.

Biographical Notes
Ruth Archibald (BA [English and Political Science], Memorial University, 1970) joined the Department of External Affairs and International Trade in 1993. Initially serving with the Government of Ontario, she had worked with a number of political organizations from 1972 to 1988. From 1988 to 1992, she was chief of staff in the offices of, first, the minister of employment and immigration and, second, the secretary of state for external affairs. Since joining the department, she has held the positions of director, Migration, Population and Refugees Division; director general, Global and Human Issues Bureau; and senior coordinator, International Crime and Terrorism. She served as Canada’s high commissioner in Colombo from 1998 to 2002. She is currently high commissioner to the Republic of South Africa. Ms. Archibald succeeds David Marshall.
Mackenzie Clugston (BA [History/International Affairs], Trent University, 1974; MA [Public Administration], Queen’s University, 1977) joined the Department of External Affairs in 1982 and, between 1985 and 1997, served abroad twice in Tokyo. In 2000, he returned to Japan as consul general in Osaka and, in 2003, became minister and deputy head of mission in Tokyo. In Ottawa, he has held a number of positions, including assignments with the Southern Africa Task Force, the International Financial and Investment Affairs Division, the United States Trade and Economic Policy Division, and the International Economic Relations Division. In 1997, he accepted a secondment to the Privy Council Office as policy adviser. His most recent assignment was that of director general of the Assignments and Executive Management Bureau. He and his spouse, Paula Bowers, have two children. Mr. Clugston succeeds John Holmes.
Daniel Costello (BA Honours [Political Science], McGill University, 1984; MA [Philosophy], University of Massachusetts Amherst, 1991; PhD [Philosophy], University of Massachusetts Amherst, 1995) taught for several years at the University of Massachusetts Amherst and Université François-Rabelais in Tours, France, before returning to Canada to serve as policy adviser and executive assistant to the director of policy and research in the Office of the Prime Minister, executive assistant to the minister of citizenship and immigration, and executive assistant (later chief of staff) to the minister of foreign affairs. He then returned to teaching at the University of Ottawa in the fall of 2004 prior to joining Foreign Affairs Canada in early 2005. As a member of the department he has served as director general for intergovernmental relations and domestic outreach, and most recently in the Bilateral Relations Branch as director general for the European Union, North and West Europe. He and his spouse, Nathalie Zaquine, have two daughters, Clara and Mariane. Mr. Costello succeeds David Preston.
Adèle Dion (Public Service of Canada Career Assignment Program, 1992) joined the Department of External Affairs in 1972 and served abroad in Moscow, London and Washington, D.C. She was appointed ambassador to the Republic of Finland in 2001. She has served at Headquarters as manager of corporate outreach in the Communication and Culture Branch and director of human rights, humanitarian affairs and international women’s equality in the Global Issues Branch. She also served as executive assistant to the vice-chairman of the GST Communications Task Force at the Department of Finance Canada. Upon her return from Finland in 2005, she was appointed senior coordinator for international crime and terrorism in the International Security Policy Branch. She is currently director general of the Human Rights and Democracy Bureau and also serves as senior Arctic official representing the Government of Canada at the Arctic Council. Ms. Dion is married to Martin Andrew Nimmo. She succeeds Ruth Archibald.
Todd Kuiack (BSc Honours [Physical Geography], York University, 1992) joined the Department of External Affairs and International Trade in 1992 and has served abroad in Mexico, Chile and Cuba. In Ottawa, he has held a number of positions, including director of management services in the Office of Protocol, director of the Area Management Office for the Asia Pacific Branch, and director of the Visits and Operations Division in the Bilateral Relations Branch. He recently took on the role of senior adviser to the assistant deputy minister of human resources, with responsibility for communications and addressing the issue of spousal employment. He and his spouse, Christine Climenhage, have two children. Mr. Kuiack succeeds Patricia Fortier.
Robert Orr (BA Honours [History], Queen’s University, 1979; MA [History], Queen’s University, 1982) joined the Canadian foreign service in 1982, first with the Department of External Affairs and subsequently with Citizenship and Immigration Canada. He has served in Abidjan, Colombo, Damascus, Nairobi and twice in London. Mr. Orr has held a number of positions in Ottawa, including director of personnel and acting director general of the international region at Citizenship and Immigration Canada. From 2003 to 2005, he was director general of the Refugees Bureau. He is currently minister (immigration) at Canada’s High Commission in London. He and his wife, Judith Wiesinger, have a son and daughter. Mr. Orr succeeds Janet Siddall.
Valerie Raymond (BA Honours [History], University of Guelph, 1974; BJ Honours, Carleton University, 1976) joined the Department of External Affairs and International Trade in 1986 after serving at the departments of Energy, Mines and Resources, and Employment and Immigration, as well as at Status of Women Canada. At Headquarters, she has held a number of positions including director, external communications; director, human rights; and director, arts and cultural industries. From 1997 to 2001, Ms. Raymond served as high commissioner to New Zealand. From 2002 to 2005, she served as high commissioner to Sri Lanka, leading the High Commission’s response to the Indian Ocean tsunami of December 2004. From 2005 to 2006, she was seconded to the Forum of Federations as vice-president, governance programs. She is currently director general of the Canadian Foreign Service Institute. Ms. Raymond, who has one daughter, is married to Maj.-Gen. (retired) Tom de Faye. Ms. Raymond succeeds Michael Calcott.
