North Battleford, Saskatchewan – North Battleford,
Lloydminster and 13 nearby communities will benefit from a $5.5 million
investment for infrastructure projects from Canada’s New Government
and the Province of Saskatchewan through the Municipal Rural Infrastructure
Fund (MRIF).
Today’s announcement includes $1 million for the City of North
Battleford to expand the capacity of its ground water treatment plant
and upgrade roads in eight communities. In addition, four surrounding
communities will receive funding to upgrade their water treatment plants
and the City of Lloydminster and Town of Kindersley will use funding to
improve their wastewater treatment systems.
The Honourable Rona Ambrose, President of the Queen’s Privy Council
for Canada, Minister of Intergovernmental Affairs and Minister of Western
Economic Diversification, and Minister of Health, Len Taylor on behalf
of Government Relations Minister Harry Van Mulligen, announced the investment
today.
“Canada’s New Government is working with other orders of
government to get things done for the people of northwestern Saskatchewan
by investing in road upgrades, water treatment and wastewater systems,”
said Minister Ambrose. “Our investment of nearly $2.8 million will
improve quality of life and strengthen the infrastructure foundation in
these 15 communities for years to come.”
“Today’s announcement of funding from the province of more
than $2.7 million for 15 projects in North Battleford, Lloydminster and
area demonstrates our commitment to supporting infrastructure,”
Taylor said. “We are dedicated to making life better for Saskatchewan
families of today and to building an even better future here for our young
people.”
Before receiving final approval, community projects undergo a review
process under both the Canadian Environment Assessment Act and
The Environmental Assessment Act (Saskatchewan).
The federal and provincial governments are investing a total of $76
million in the four-year Canada-Saskatchewan MRIF. Participating communities
are expected to contribute one-half the cost of any project, which will
raise the total infrastructure investment above $152 million.

North Battleford, Lloydminster and Area Infrastructure Projects -
Municipal Rural Infrastructure Fund (MRIF)
City of North Battleford – Ground Water Treatment Plant
Expansion
MRIF funding: $1,000,000; Project cost: $3,500,000
This project will double the treatment capacity of the ground water treatment
plant and allow the system to provide for an average day of water demand.
The water treatment plant expansion will include sedimentation, gravity
filtration, disinfection, storage and distribution system pumping.
R.M. of Antelope Park – Road Clay Capping
MRIF funding: $312,970; Project cost: $625,941
This project involves clay capping a 9.6 km section of road to improve
safety for the increased oil field traffic in the area.
Town of Battleford – Chlorine Room Addition and Generator/Building
Upgrade
MRIF funding: $247,600; Project cost: $495,200
The town will construct a chlorine room on the exterior of the existing
water treatment plant and upgrade standby power at the plant. A new generator
will be installed for continued plant operation. It will be housed in
a second addition to the existing building.
R.M. of Britannia – Road Infrastructure Development
MRIF funding: $500,000; Project cost: $1,884,032
This project involves building an all-weather surface on Grid 798 that
traverses the municipality east to west. The grid is used by the heavy
oil industry as well as school buses, residential, agricultural and commercial
users. The R.M. of Britannia will use a cement-like grade- strengthening
process with a sealed top to protect the new road structure.
R.M. of Cutknife – Road Clay Capping
MRIF funding: $104,436; Project cost: $208,873
A three-mile gravel section of Grid Rd. 674 in the rural municipality
will be rebuilt by adding about one foot of clay capping and reshaping
the road to conform to provincial standards. The reconstruction will make
the road easier to maintain in the future.
R.M. of Eldon – Heavy Haul Road Restoration
MRIF funding: $500,000; Project cost: $1,828,606
This project involves rehabilitating heavy haul, high-volume primary grid
roads in the rural municipality by using soil cements including fly ash,
which would otherwise be disposed of. Roads in the area serve traffic
from more than 2,300 oil wells and agricultural producers.
R.M. of Frenchman Butte – Water Treatment Plant Upgrade

MRIF funding: $123,050; Project cost: $246,100
The existing water treatment facility, which serves about 70 residents,
will be expanded to house new treatment equipment. A reverse osmosis process
will be installed to improve water quality.
R.M. of Grass Lake – Grid Road Reconstruction
MRIF funding: $200,674; Project cost: $401,355
This project involves rebuilding 6.4 kms of road to accommodate increased
traffic generated by oil field and agricultural traffic.
Town of Kerrobert – Water Treatment Plant Upgrades
MRIF funding: $500,000; Project cost: $2,405,544
The town will initiate a demineralization treatment process at its existing
water treatment plant. The system will address quality and colour issues
in Kerrobert’s water. In addition, a well upgrade will ensure an
adequate water source for the immediate future.
Town of Kindersley – Wastewater Lagoon Improvements
MRIF funding: $480,000; Project cost: $960,000
This project will involve the expansion and improvement of the town's
lagoon through the design and construction of an aeration system. The
embankments around the lagoon will also be raised to increase its depth.
This project will double the lagoon’s capacity and help minimize
an existing odour issue. Construction is expected to start in 2008.
City of Lloydminster – Sanitary Main Construction
MRIF funding: $500,000; Project cost: $1,490,558
The city will build a Sanitary Sewer “Relief” Main running
from 45th Ave. to the eastern city limits. There, the relief main will
connect to a main trunk line that carries sewage north to the City of
Lloydminster Sewage Treatment Plant. Some existing lines will also be
increased in size. The increased line size will relieve the demand on
the other sanitary sewer mains in the area. Extending the line east across
Veteran's Land Act lands and Saskatchewan Industrial Park properties will
enable development of commercial-industrial and residential lands.
Village of Paradise Hill – Water Treatment Plant Upgrade
MRIF funding: $500,000; Project cost: $1,351,300
The village will upgrade its water treatment facility and treated water
storage capacity to provide adequate water supplies for firefighting and
residential needs. The expansion will support community growth for up
to 20 years.
R.M. of Parkdale – Bridge Reconstruction
MRIF funding: $101,650; Project cost: $203,300
An existing bridge on Grid 794 will have its deck rebuilt and be raised
to improve the approaches and to accommodate primary weights and wider
loads. Grid 794 provides a direct link between primary weight Highways
3, 4 and 26.
Resort Village of Pelican Pointe – Pelican Pointe Access
Rd.
MRIF funding: $14,500; Project cost: $29,000
The 30-year-old access road to the resort village will be improved by
upgrading the grade height on the first 1.6 kms. This will improve motorists’
visibility and increase safety for permanent and seasonal residents as
well as emergency and service vehicles.
R.M. of Wilton – Landfill Access
MRIF funding: $500,000; Project cost: $1,367,299
A 7.5 km section of Wilton arterial roadway and landfill access on Rural
Route 3263 from Highway 16 southward to Township Rd. 480 (a municipal
surfaced road) will be rebuilt and strengthened with an all-weather surface.
Improved access to the landfill will provide an opportunity for further
recycling by the West Yellowhead Waste Resource Authority with an improved
road surface for the CCS Industrial Landfill as well as area oil field
and agricultural traffic.
Total MRIF funding: $5,584,880
Total project costs: $16,997,108
* Project is exempt from environmental assessment. Approval
of all other projects is conditional upon receiving a favourable environmental
assessment.
