The grievor argued that the decision and the letter of closure on the harassment complaint that he submitted was unfair, as he believed that his allegations required further investigation. As redress, he requested to have acknowledgement that there has been harassment under the command team at his unit.
The Initial Authority found that the harassment complaint submitted by the grievor was dealt with in accordance with policies and regulations and that the Responsible Officer (RO)'s decision was well documented and showed that procedural fairness was respected.
The Committee proceeded with a de novo situational assessment of some of the allegations submitted by the grievor in his original complaint and found that harassment criteria were not met. The Committee also complete a de novo review of the merits of the allegations accepted by the RO as potentially constituting harassment and concurred that a further investigation was not necessary. The Committee determined that the decision of the RO related to the grievor's harassment complaint was justified and made in accordance with the applicable provisions.
The Committee recommended that the Final Authority not afford the grievor redress.
