The grievor argued that the decision to cease his pilot training due to course failure was not justified. He argued that he did not receive the proper training and counselling in accordance with policy.
The Initial Authority rejected the grievance for being submitted outside of the time limits set out in article 7.06 of the Queen's Regulations and Orders for the Canadian Forces.
The Committee found that the grievor did not demonstrate how any deviation from the recommended course flow in the Training Plain adversely impacted him. The Committee further found that the grievor's training file demonstrated that the grievor was counselled on his weaknesses and provided suggestions for improvement.
The Committee found that the Progress Review Board conducted an in-depth, fair and fulsome review of the grievor's training in accordance with the applicable policy. The Committee concluded that the grievor was given sufficient opportunity to meet the training standard and the decision to cease his training for course failure was reasonable and in accordance with the applicable policy.
The Committee recommended that the Final Authority not afford redress.
