Roles, responsibilities and contact information for the federal process under the James Bay and Northern Quebec Agreement
Federal Administrator
- The Federal Administrator’s role is assumed by the President of the Impact Assessment Agency of Canada.
- The Federal Administrator applies the environmental and social protection regime for development projects under federal jurisdiction conducted in the territory subject to the James Bay and Northern Quebec Agreement (JBNQA).
- The Federal Administrator decides if, and under what conditions, these projects may be carried out.

Committees involved in the federal process under Section 22 (Cree territory)
Evaluating committee (COMEV)
- Prepares a directive defining the scope of the impact statement to be developed by the proponent for projects automatically subject to a federal assessment and review.
- Determines whether the project is likely to cause impacts on the Crees or their territory’s wildlife resources and recommends to the Federal Administrator whether a review process is necessary for grey-zone projects.
- Is composed of six members. The Government of Canada, the Quebec Government and the Cree Nation Government each appoint two members.

Federal Review Panel South (FRP-South, commonly referred to as COFEX-South)
- Is mandated to review the environmental and social impacts of development projects under federal jurisdiction proposed on Cree territory.
- Recommends to the Federal Administrator whether or not to authorize the project and under what conditions.
- Collaborates and coordinates with the other authorities involved.
- Publishes information regarding the review on the James Bay and Northern Quebec Agreement website.
- Is composed of two members appointed by the Cree Nation Government and three members (including the Panel chair) appointed by the Government of Canada.

- Determines whether the project is likely to cause impacts on Inuit and Naskapi communities, or their territories’ wildlife resources and recommends to the Federal Administrator whether a review process is necessary for grey-zone projects.
- Is composed of four members: two are appointed by the Government of Canada and two by the Kativik Regional Government.
