Hire through the Economic Mobility Pathways Pilot: Our partners
To make the Economic Mobility Pathways Pilot (EMPP) possible, we are partnering with:
- provinces, territories and communities across Canada
- a number of non-government organizations (NGOs)
These partnerships:
- allow Canadian businesses to access a new pool of skilled employees (when they can’t find people locally)
- help refugees and displaced people arrive in Canada with a support base and a sense of security
Provincial, territorial and municipal governments
Each participating province, territory and community has its own process for accepting applications.
The following provinces and territories have agreed to participate in the EMPP, through the Provincial Nominee Program (PNP):
- Alberta
- British Columbia
- Manitoba
- New Brunswick
- Newfoundland and Labrador
- Northwest Territories
- Nova Scotia
- Ontario
- Prince Edward Island
- Yukon
Through the Rural and Northern Immigration Pilot (RNIP), skilled refugees and other qualified displaced people will be able to apply to participating rural communities.
The United Nations Refugee Agency (UNHCR)
We regularly work with the UNHCR, a main referral partner for several refugee programs. The UNHCR advises on refugee policy and protection safeguards, following its mandate and the Global Compact on Refugees. It helps persons of concern access the EMPP through field operations and partners in refugee-hosting countries.
Partner NGOs
Several NGOs support the EMPP by:
- identifying skilled refugees and other qualified displaced people abroad, and helping them access in-demand jobs
- working with participating provinces, territories and communities to connect skilled refugees and other qualified displaced people with Canadian employers interested in hiring them

Microloans for candidates
Windmill Microlending supports the EMPP by offering low-interest microloans to eligible EMPP candidates who:
- have a job offer
- don’t have the minimum funds to meet settlement requirements
