Immigration measures and support for Ukrainians and their families

Temporary measures are available to Ukrainians and their family members under the Canada–Ukraine Authorization for Emergency Travel (CUAET). Depending on your situation, you may be able to apply for an open work permit or a study permit, or to extend your temporary status in Canada under temporary measures.

You arrived in Canada after March 31, 2024.

You can continue to stay in Canada until the expiry date on your temporary resident document.

If you want to apply to extend your stay, work permit or study permit, you must apply through the regular process and you’ll have to pay standard processing fees.

You haven’t arrived in Canada yet.

You can still travel to Canada using your approved temporary resident visa (TRV) until it expires.

If you were also approved for an open work permit, you will get one when you arrive in Canada, as long as it has not expired.

Basic entry requirements

To visit Canada, you will need to meet some basic requirements, such as:

  • have a valid travel document, such as a passport,
  • be in good health,
  • have no criminal or immigration-related convictions,
  • convince an immigration officer that you have ties—such as a job, home, financial assets or family—that will take you back to your home country,
  • convince an immigration officer that you will leave Canada at the end of your visit, and
  • have enough money for your stay. (The amount of money you will need can vary. It depends on things such as how long you will stay, and whether you will stay in a hotel, or with friends or relatives.)

Your CUAET application was approved on or after February 4, 2024.

Temporary measures are available

You haven’t arrived in Canada yet

If your application under the CUAET measures was approved on or after February 4, 2024, you can travel to Canada using your approved temporary resident visa and be authorized to enter Canada under the CUAET measures.

If you were also approved for an open work permit, you will get one when you arrive in Canada.

CUAET approval letter

We’ll send you a CUAET approval letter that confirms your application was approved under the CUAET measures.

Bring this letter with you to Canada and show it to the Government of Canada officer at the Canadian port of entry.

This letter confirms to the officer that you’re eligible to benefit from many of the CUAET measures, including

  • an extended temporary stay of up to 3 years in Canada
  • access to fee-exempt study permits and open work permits

To apply for a permit, you can either

  • tell the officer at the port of entry or
  • apply from within Canada

The length of your stay

The length of your stay is directly tied to the expiry of

  • the passport (or other travel document) that you used to come to Canada
  • your biometrics

They must both be valid for the entire time you’re in Canada.

This is the deadline to

  • travel to Canada to receive these benefits
  • submit an application for a fee-exempt study or open work permit in Canada

You’re in Canada

You’re exempt from paying application fees when you

You must submit your application by this date to receive the fee exemption.

You haven’t gotten a decision on your CUAET application yet.

If you applied under the CUAET measures on or before July 15, 2023, and you haven’t gotten a decision yet (an approval or a rejection), it may be due to the complexity of the application.

We’re still working on processing it as soon as possible.

If your application is approved

We’ll send you a CUAET approval letter that confirms that your application was approved under the CUAET measures.

Bring this letter with you to Canada and show it to the Government of Canada officer at the Canadian port of entry.

Once your application is approved, find more information for your situation under “Your CUAET application was approved on or after February 4, 2024.”

You’re in Canada as a temporary resident, but not under the CUAET measures.

You can continue to stay in Canada until the expiry date on your temporary resident document.

If you want to apply to extend your stay, work permit or study permit, you must apply through the regular process and you’ll have to pay standard processing fees.
