Temporary measures to reunite families of Indigenous people separated by Canada’s border
How to apply

If you’re eligible for these temporary measures, you must apply using our paper application form and mail it to us. You’ll apply for yourself and each one of your accompanying family members in one application form.
If any of your family members can’t accompany you but want to join you in Canada at a later date, they must submit their own application form through these temporary measures.
When to apply
You can’t apply for a work or study permit under these temporary measures at a port of entry. This means if you plan to work or study in Canada under these temporary measures, you must apply either
- before you travel to Canada or
- after you’ve entered Canada
How to complete your application

Get your forms and documents ready
Use the document checklist to make sure you have all the forms and documents you need to apply. We may ask you for additional documents once we get your application.
If you’re using your passport to apply
Make sure your passport is valid for the length of time you intend to stay in Canada. We can only give you a work or study permit that’s valid for as long as your passport is valid.
You can apply to extend your stay from within Canada using a new passport, if needed.

If you can’t access the forms and require accommodations, including for a disability, you may ask for an alternative format. After we get your request, we’ll send you the application package in one of these formats:
- paper
- braille
- large print

Fill out your forms
Be complete and accurate
Fill out all sections in all of the forms. If a section does not apply to you, write “Not Applicable” or “NA”.
However, you must complete the name fields (your last name and given names). Do not enter “*”, “Not applicable” or “NA” in these fields.
If you don’t have a family name
If you don’t have a family name on your passport, travel document or other valid official identification document, enter all your given names in the family name field and leave the given name field blank.

If you need more space for any section
Print or include a new piece of paper and label it with the correct section. Complete and submit this page with your application.
To avoid delays, it’s very important to make sure you
- sign and date all of your forms
- answer all questions truthfully
- fill out the form(s) completely

You only need to fill out one mandatory form. Depending on your situation, you may need to fill out some other forms.
Mandatory form you need to complete
- Application for temporary residence for eligible Indigenous persons (IMM 0800)
- You’ll apply for yourself and each of your accompanying family members in one application form.
- Family members who can’t travel with you but plan to come to Canada at a later date must submit their own application form.
Other forms you may need to complete depending on your situation
- Confirmation of Family Relationship (IMM 0802)
- You can complete this form if you don’t have a document proving a familial relationship to your anchor.
- Custodianship Declaration form (IMM 5646)
- Only complete this form if you’re a minor child under the age of 17 studying in Canada without a parent or legal guardian and you’re eligible for these temporary measures under scenario 1 (eligible Indigenous person).
- A visa or an eTA to travel to Canada
- If you’re not a US citizen or permanent resident, you’ll need either a visa or an eTA to travel to Canada. This depends on where you’re travelling from and whether you plan to arrive in Canada by air or by land.
- Use of Representative (IMM5476)

Only complete this form if you’re using an authorized representative to complete your application or if you’re appointing or cancelling a representative.
What is an authorized representative?
A representative is someone who
- you have appointed by completing the IMM 5476 form
- gives advice, consultation or guidance to you at any stage of the application process
- has your consent to conduct business on your behalf with Immigration, Refugees and Citizenship Canada (IRCC) and the Canada Border Services Agency (CBSA)
- You don’t have to hire a representative. We treat everyone equally, whether they use the service of a representative or not.

- Only complete this form if you authorize IRCC and the Canada Border Services Agency to release information from your case file to someone other than yourself.

Mail your application package
You must submit a paper application for these temporary measures.
Before you mail your application, make sure you
- sign all your forms
- answer all questions in the forms
- print the application and any other forms you need
- include photocopies of all your supporting documents (see document checklist)
If your application doesn’t have your signature or is incomplete, it will cause processing delays.
Steps to mail your application package
- Put the completed forms and supporting documents in one envelope large enough for all your documents.
- Be sure to write IBX on the envelope (as indicated in step 2).
- If you’re applying as a family, send all the documents in one envelope.

Address the envelope exactly as follows to make sure your application is processed and prioritized:
- IBX: Case Processing Centre

- Edmonton, AB T5J 4C3
- Write your name and address at the top left-hand corner of the envelope.
- Have the post office or courier weigh your envelope to ensure you put sufficient postage on it.
- Mail the envelope.
Track your application
We recommend that you use a postal or courier service with a tracking number to ensure you get proof that your application was delivered to the IRCC office.
