Program delivery update: Self-employed and provincially supported entrepreneurs [R205(a) – C11]

The instructions for Entrepreneurs/self-employed candidates seeking to operate a business [R205(a) – C11] have been split into two different pages and extensively updated.
The instructions were separated between foreign nationals who are truly only coming for a temporary purpose and those who have provincial support to eventually seek permanent residence.
Quebec destined entrepreneurs are now able to apply under C11 prior to receiving a CSQ as long as they have a support letter from Quebec. Clarification has also been added that for the provincial supported entrepreneurs they are assessed under R205(a) as they do not have a formal nomination or CSQ. More detailed instructions are provided to assist officers in determining if significant benefit has been satisfied.
The self-employed business owner or entrepreneur who does not have support from one of the provinces have been split to their own page to reduce confusion between the two groups of entrepreneurs. The instructions in this new page emphasize the requirement that the work be temporary in nature.
The Glossary has been updated to add definitions for self-employed, entrepreneur and business candidate.
