Program delivery update: New refugee claim ineligibility and elimination of the 3-day rule

The 2019 Budget Implementation Act includes amendments to the Immigration and Refugee Protection Act (IRPA). The corresponding instructions have been updated to reflect the following changes related to the intake of refugee claims in Canada:
- elimination of the requirement to determine refugee claim eligibility within 3 working days as well as of the deeming provision
- new ineligibility for people who have made a refugee claim in another country (as confirmed through biometric information sharing)
