Program delivery update: IL 3 – Designation of Officers and Delegation of Authority

The Instrument of Designation and Delegation (IDD) has been consolidated into 1 PDF document and updated.
The consolidated document now includes
- the latest annual update of the Instrument (effective May 1, 2018)
- ad hoc changes required when the start-up business class was incorporated into the Immigration and Refugee Protection Regulations (IRPR) (effective May 11, 2018)
- ad hoc changes to add the director general, Operational Planning and Performance, to the list of directors general who are delegated to exercise authorities for Express Entry Ministerial Instructions (effective October 26, 2018)
- ad hoc corrective changes to give resettlement operations officers the authority to request supporting documentation under subsection 16(1) and paragraph 16(2)(a) of the Immigration and Refugee Protection Act (IRPA) when processing sponsorship applications for privately sponsored refugees (effective February 15, 2019)
The IDD has been updated by adding delegations of new powers conferred on the Minister upon coming into force, on June 3, 2019, of regulatory amendments expanding the use of electronic means in the immigration system.
