Program delivery update: Referring claims to the Refugee Protection Division – interim measures

Since the 2012 reforms, when an officer refers a refugee claim to the Refugee Protection Division (RPD) of the Immigration and Refugee Board (IRB), they schedule the claimant’s RPD hearing in the Global Case Management System (GCMS) using information obtained from the IRB’s Hearing Booking Tool and provide the claimant with a Notice to Appear for a Hearing (NTA), which contains the hearing date, time and location.

Effective August 29, 2018, Immigration, Refugees and Citizenship Canada (IRCC) and Canada Border Services Agency staff who process refugee claims are required to

  • cease issuing an NTA
  • issue a new Confirmation of Referral document, which does not contain a hearing date, upon referral to the RPD

In these cases, the claimant will receive the NTA directly from the IRB.
