Citizenship

Proof of citizenship (Canadian citizenship certificate)

Applications for first-time or replacement citizenship certificates from Canadian citizens residing in Ukraine or for babies born via Ukrainian surrogates must follow standard procedures.

They are no longer eligible for fee waivers or refunds if their application was submitted on or after April 1, 2023. Refer to Fee waivers and refunds for further guidance.

Urgent processing for a citizenship certificate can be requested in special circumstances. Please refer to the specific procedures on urgent processing to see if the situation qualifies and to determine when and how to apply urgently for a citizenship certificate.

Citizenship grants for adopted persons

Citizenship grant applications for those adopted by Canadian parents where an adoption order had already been issued and the application was already in process before the start of the armed conflict are to be processed and finalized on a priority basis.

It is a recognized international principle that intercountry adoptions should not be undertaken during times of armed conflict or natural disaster. Please see UNICEF’s statement on this issue. As a party to the Hague Convention, Canada is committed to the prevention of irregularities in respect to any cross-border adoptions of refugee children.

Canadian passports and emergency travel documents

Applications for new and replacement travel documents (passports and emergency travel documents) for Canadian citizens residing in Ukraine are to be prioritized to facilitate their departure should they wish to leave.

Applications for a permanent resident travel document (PRTD) from within Ukraine can be submitted through the PR Portal.

Permanent residence applications

Family-class

Both overseas and in-Canada family class spousal and dependent children applications where the principal applicant or their accompanying family member(s) are Ukrainian nationals residing outside of Canada or clients residing in Ukraine will have their application prioritized.

All other permanent resident (PR) programs

Both overseas and in-Canada permanent residence applications where the principal applicant or their accompanying family member(s) are Ukrainian nationals residing outside of Canada or clients residing in Ukraine will have their application prioritized.
