Regulations Amending the Immigration and Refugee Protection Regulations (Regulatory Program for TEER 4 and 5 Occupations)

Enabling Acts: Immigration and Refugee Protection Act

Description

An amendment is being proposed to the Immigration and Refugee Protection Regulations. The proposed amendments would include the introduction of a new permanent economic class for workers with experience in Training, Education, Experience and Responsibilities occupations (TEER) 4 and 5. The initiative would support the modernization of the economic immigration system by expanding the selection of permanent residents to candidates with a more diverse range of skills and experience. This is a medium-term regulatory initiative for which Immigration, Refugees and Citizenship Canada is targeting Fall 2024 to pre-publish amendments in the Canada Gazette, Part I followed by a publication in Canada Gazette Part II.

Regulatory cooperation efforts (domestic and international)

Regulatory cooperation efforts are not required.

Potential impacts on Canadians, including businesses

The proposed regulatory change would apply to foreign nationals with Canadian work experience in TEER 4 and 5 occupations. This amendment is expected to improve opportunities for workers in TEER 4 and 5 occupations to transition to permanent residence, allowing these workers to continue contributing to the Canadian economy and supporting Canadian businesses who have labour market needs in TEER 4 and 5 occupations.

Consultations

The target date for pre-publication of these amendments in the Canada Gazette, Part I, is Fall 2024.
