Consumer Product Enforcement Summary Report: Cyclical Enforcement Project 2016-2017: Children’s Sleepwear Regulations

Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and regulations made under it.
The purpose of this Cyclical Enforcement (CE) project was to verify industry's compliance of children's sleepwear with specific requirements of the Children's Sleepwear Regulations.
For this project, compliance of select children's sleepwear products with the Children's Sleepwear Regulations was determined through a sampling and testing process by which Health Canada inspectors visited establishments, and sampled and inspected relevant products. Compliance to the specific requirements listed under the Regulations was verified either by Health Canada Inspectors on site or through testing at the Product Safety Laboratory.
Prior to initiating this CE project, the CPSP carried out a market survey to identify children's sleepwear companies in Canada. Targets were then selected from that list of companies.
Over the course of the 2016-2017 fiscal year, inspections of 151 different products were carried out. Of these, 6 samples were sent to the Product Safety Laboratory for flammability testing. The inspections resulted in 23 voluntary recalls, 9 stop sales, 14 stop distributions and 2 commitments to address non-compliance. Testing resulted in 1 voluntary recall and 2 stop distributions. There were 100 instances in total where no corrective action was required.
