Introduction:
This virtual technical briefing on the Tobacco Products Appearance, Packaging and Labelling Regulations (TPAPLR) and the Order Amending Schedule 1 to the Tobacco and Vaping Products Act took place at the invitation of Health Canada.
The Chair opened the meeting.
The Chair reminded participants that this meeting is subject to disclosure as per HC's Openness and Transparency policies. In the interest of transparency, the Department stated that it would be making a record of the meeting publicly available. The handling of information and privacy notice was mentioned and acknowledged.
HC also referred to Article 5.3 of the World Health Organization Framework Convention on Tobacco Control, its international obligation to protect tobacco control policies from the vested interests of the tobacco industry.
Subjects:
Health Canada provided an overview of the technical aspects of the TPAPLR, including implementation timelines, changes to existing measures, new labelling requirements and examples of new health-related messages.
After the presentation, Health Canada addressed questions from industry participants, which included clarifications about the regulations and implementation timelines.
