This guidance document, Federal Contaminated Site Risk Assessment in Canada, Supplemental Guidance on Developing a Contract Statement of Work (SOW) for Human Health Preliminary Quantitative Risk Assessment (PQRA) and Detailed Quantitative Risk Assessment (DQRA), was prepared to provide guidance for federal departments.

The objective of this document is to provide guidance to federal custodial departments in the identification of HHRA requirements and the establishment of an appropriate scope of work and level of effort for contracts to deliver federal contaminated site HHRAs. More specifically, this document provides guidance in the development of a Statement of Work (SOW) that custodial departments can use in soliciting proposals and administering contracts for HHRAs performed by consultants, as well as for monitoring performance of such contracts. Sample SOWs are provided in appendices A and B to assist the user in preparing requests for proposals.

HHRAs may be conducted at many different levels of detail and complexity. In the context of Federal Contaminated Sites Action (FCSAP), Health Canada has described two different types of HHRA: preliminary quantitative risk assessment (PQRA) and detailed quantitative risk assessment (DQRA), representing substantially different levels of detail and effort. Although the range of detail and complexity between a PQRA and a DQRA is a continuum rather than a distinct difference, guidance is provided herein in the context of these two types of risk assessment.
