Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Food and Drugs Act (FDA) and its Cosmetic Regulations.
The purpose of this Compliance Verification (CV) project was to verify industry's compliance of cosmetic products with specific requirements of the Food and Drugs Act and the Cosmetic Regulations. The labels and webpages of cyanoacrylate-based eyelash extension adhesives notified to Health Canada were reviewed to determine the presence of cautionary statements and to ensure they were sold for professional use only, as described on the Cosmetic Ingredient Hotlist (Hotlist). In addition, a review of products sold at certain physical and online retailers was also performed where the product's labels were reviewed to verify whether the cyanoacrylate Hotlist conditions were met.
Prior to initiating inspections, the CPSP carried out a market survey to determine the presence of companies selling eyelash extension adhesives in Canada. This effort resulted in a list of in-person and online retailers, importers, and manufacturers. These companies were provided a letter reminding them that cyanoacrylate-based adhesives used for eyelash extensions must be sold for professional use only and must meet certain labelling requirements (cautionary statements) as per the Hotlist. Targets were then selected from that list of companies.
Over the course of the 2023-2024 fiscal year, Health Canada reviewed 54 notified products that contained cyanoacrylate ingredients and reviewed an additional 33 products sold at retailers for a total of 87 products. Of the 54 notified products, 12 were discontinued and 36 out of the 42 remaining were imported products. The review of notified products resulted in 7 stop sales, 12 stop distributions, and 14 commitments to address non-compliance. The review of products sold at retailers resulted in 3 stop sales, 5 stop distributions, and 1 commitment to address non-compliance. Out of the 75 cyanoacrylate-based eyelash adhesives currently on the market (both notified and identified at retail), there were a total of 33 instances where no corrective action was required.
